Library Overview
In general, this division of Parks, Recreation & Library Department acquires, organizes, and provides access and guidance to a wide variety of information and materials which help to fulfill the educational, informational, recreational, and cultural needs of the residents of the City of Dover. Under contract with the Kent County Levy Court, the division provides full library services to all residents of Kent County and is responsible for the following tasks:

  • Selects, catalogs, and processes books and a wide variety of other print and non-print materials, primarily through purchases.
  • Loans a broad spectrum of adult and juvenile fiction and nonfiction books selected to meet the basic reading habits and desires of the diversified community.

  • Provides a selection of current newspapers, magazines, and paperback books for browsing and leisure reading.

  • Provides a Reference Center with up-to-date materials and professional reference staff to aid patrons in locating materials and finding information needed. Materials consist of encyclopedias, dictionaries, atlases, and automated indexes to magazines and books, all reserved for in-library study and research. The Reference Center is available all hours the library is open and is accessible in person and via telephone to all residents of Kent County through a grant from the Delaware Division of Libraries.

  • Provides a Local History/Genealogy center containing published materials about Delaware and Delaware families of use to patrons doing family history research.

  • Provides a Children's Services Center with staff to conduct story times, a summer reading program, Dial-A-Story, and other educational and recreational programs throughout the year for children through age 12.

  • Provides a Young Adult Librarian to conduct outreach, administer programs, and develop the library collection for young adults ages 13 through 18.

  • Provides adult programs reflecting the interests of citizens and organizations and promoting use of library materials.

  • Makes available a variety of audio-visual items such as compact discs, audio cassettes, video cassettes, DVDs, audio books, and audio-visual kits to meet additional cultural and informational needs of the diversified community.

  • Provides an interlibrary loan service to accommodate patrons in obtaining additional items not in the library’s collection.

  • Provides a fully automated circulation system with an online public access catalog available both in the library and remotely from patrons’ homes or office computers. This system, provided in conjunction with the Kent County Department of Library Services, connects seven libraries in central Delaware and provides access to the catalogs of the Wilmington Public Library, the New Castle County Library System, the Sussex County Library System, the University of Delaware, Delaware Technical and Community College, and Delaware State University. The library also offers graphical access to the World Wide Web and the Internet via public-access computers within the library.
