As required by 29 Del. C. 10004(e)(3), the reason for the delay in posting of a notice was due to the timing of the Budget Hearings and scheduling of the Pension Board meeting, which must be held to formulate a recommendation to City Council on a proposed COLA increase for retirees, for consideration on June 26, 2006, which has initiated the need for a Special Civilian and Police Pension Board Meeting.
