Biographical Information


On August 1, 2006, the voters of Dover's Third District elected Jim McGiffin to represent them at City Council.

Jim has lived in Dover with his wife, Kathy Doyle, since August 1, 1988. He has devoted his professional talents to advocacy for disadvantaged people, especially people in later life, people in poverty and people with disabilities. He is currently employed as an attorney with the Community Legal Aid Society, Inc., and has worked for CLASI for 17 of his 21 years as a member of the Delaware Bar. Jim lead that agency as the Executive Director from 1998 until 2005. He also served Delaware as a Family Court Commissioner from 1994 to 1998. He is a member of the Executive Committee of the Delaware Bar Association.

An amateur musician, Jim can be seen performing in Celtic Harvest, an Irish Traditional Music ensemble which also features the vocal talents of Kathy Doyle, his wife. He is also a songwriter, penning songs of local interest ("Love Chicken"), personal history ("Elizabeth Magee"), and the camp song used by Delaware Hospice's Camp New Hope.

Jim graduated from North Texas State University (now called the University of North Texas) with a B.A. in Music. His law degree is from Boston College. He is active with Holy Cross Church as a music minister and Diocesan Tribunal Advocate. He is also a member of the Board of Directors of the Delaware Friends of Folk. He and Kathy have two children.
