Biographical Information


Reuben Salters, from now on known as I, was born to Mr. Reuben & Mrs. Lillian Salters in Spartanburg, South Carolina. I was educated in the public schools of that city. Upon graduation from George Washington Carver High School, I matriculated at Livingstone College, Salisbury, NC. Upon graduation I joined the United States Air Force. After serving in France and Germany, I was sent to Biloxi, MS, where I met and married Ms. Jo Anna McCray. To this union are three children and six grandchildren, all residents of Delaware.

Commissioned as a 2nd Lieutenant at Dover Air Force Base in 1957, I rose to the rank of Major. After serving tours in England, Dover, and Southeast Asia I honorably retired in 1971. Kent Vo Tech, as Kent Poly Tech was then known, became the first civilian job for me. I earned my Master of Science Degree in Counselor Education in December 1974. After serving three years as Director of the Neighborhood Youth Corps and Administrator of the Adult ABE/GED Program for Kent and Sussex Counties, I moved to Delaware Technical and Community College, Terry Campus, where I worked as academic counselor for the engineering technology and the business area. I was also the Veteran's Counselor, Activities Coordinator, and the Terry Campus Representative at Dover Air Force Base.

I served as President of the Central Delaware Branch of the National Association for the Advancement of Colored People before being elected to the Dover City Council in 1989. I also served as President of the local chapter of Alpha Phi Alpha Fraternity, Inc. A Christian by faith, I attend Mt. Zion African Methodist Episcopal Church in Dover. I serve as a substitute Church School Teacher. My favorite books of the Bible are Psalms and Proverbs. I have three favorite Pastors in Dover: my Soul Stirring Preaching Pastor, my Spiritual and Fatherly Pastor, and My Early Morning Praying Pastor.

I organized the Inner City Cultural League, Inc. in 1989 to fill the gap and provide inner city youth the opportunity to participate in softball, basketball, and trips to professional games and cultural activities. The programs flourished for ten years and were enhanced by the addition of the African American Festival and the Sankofa African Dance and Drum Company to the activities of the league. Accessing a Crime and Drug free Environment is the primary Summer program of the league.

As senior member of the Dover City Council, I serve as Chair of the Legislative and Finance Committee, Chair of the Civilian Pension Committee, and am a member of the Downtown Dover Development Committee. I am a frequent traveler to Africa, South America, and to other areas of the world. I love the City of Dover and I am very passionate about the quality of life and equal opportunity for all citizens. I love music, golf, and I am an amateur linguist. Should you see me walking along the streets of West Dover early in the morning, honk your horn and say hello. I'll wave and listen to anybody's story!
