Councilman Lewis was first elected in April 2015 to serve on City Council representing the 2nd District. He was sworn into office on May 11, 2015, and served with distinction until December 27, 2018, after being elected to serve as the Kent County Sheriff. He served as Chair of the Safety Advisory and Transportation Committee, a Member of the Construction Code Appeals Committee, the Construction and Property Maintenance Code Board of Appeals, the General Employee Pension Plan Board, the Parks, Recreation, and Community Enhancement Committee, Police Chief Selection Committee, and the Police Pension Plan Retirement Committee during his previous term.

Councilman Lewis is a native of Belleville, New Jersey, and has resided in Dover for 20 years. He attended Essex County College Newark, NJ obtained an Associate Degree, and then attended Rutgers University Newark, NJ. He completed training as a Police Officer at the Metropolitan Police Training Academy in Washington, DC.

Mr. Lewis served, as a trainer educator for the Delaware Dept. of Correction, was a prior Police Officer with the Metropolitan Police Department in Washington, DC, and worked as an Investigator with the New Jersey Superior Court. 

He previously served as the Kent County Sheriff (2019-2022), served on the Capital School Board (2011-2015), one year as Vice President, and was appointed to the Dover Human Relations Commission (2008-2010).

Councilman Lewis has been involved with assisting and volunteering with many non-profit organizations, including the Dover Interfaith Mission for Housing, Code Purple for Homeless, Delaware Special Olympics, Tracy Palmer Ministries, Delaware Multicultural and Civic Organization, the Brandywine/Kent County SPCA and the Mayor's Blue-Ribbon Commission for the homeless. He is a 4th Degree member of the Knights of Columbus - Holy Cross, a Past Member U.S. Coast Guard Auxiliary, and a recipient of the 2013 Governor’s Outstanding Volunteer Award and the 2014 Jefferson Award for Public Service.

Councilman Lewis is married and the father of two adult daughters.

I am honored to serve as a Council Representative for the Second District; I have a strong interest in maintaining the quality and stability of our neighborhoods and always appreciate the chance to work directly with citizens on community issues. 

Along with healthy neighborhoods, I am always looking for ways to serve our veteran population, small businesses, youth, and the homeless.
