SPECIAL MEETING
November 25, 1946
A special meeting of City Council was held in City Hall on Monday evening, November 25, at 7:30 P.M. with Mayor Woodford presiding. The following members were present: Messrs. Downes, Vane, Hartnett, Carson, Hinkle and Keith.
Purpose of Meeting – Earl Smith Building Permit
Mr. Ridgely, representing the citizens of south Dover who live adjacent to the store which Earl Smith proposes to build, presented a petition containing thirteen names which represented those citizens who were opposed to the building of the store. The citizens felt that since it has been a residential area for a great length of time that the addition of more business establishments would depreciate the value of the properties in that area. Mr. Ridgely stated that if Mr. Smith were granted a permit to build a store in that area anyone could do the same in any area in Dover, and that it would defeat the purpose of the planning commission which has declared it a residential area. Upon motion of Mr. Carson, seconded by Mr. Hartnett, the permit was refused in accordance with that section of the Charter which forbids the issuance of a permit to build if the majority of the residents adjacent to the building were opposed.
Dimout
Upon motion of Mr. Carson, seconded by Mr. Mikell, the City Manager was instructed to put into effect at once the dimout of city lights in accordance with CPA regulations.
Anthracite Coal
The City Manager stated that in a conversation with Mr. Lange, a salesman for an anthracite coal company, Mr. Lang stated that a mixture of anthracite and bituminous coal could be used which would stretch our coal pile. Engineers claim that this can be done, with limitations. Delaware Power and Light has never used anthracite coal simply because it has never been necessary. Without objection, the City Manager was authorized to give it a test.
