REGULAR MEETING
April 10, 1944
The Regular Meeting of the City Council of the City of Dover was held on the 10th day of April, 1944. The Meeting was called to order by Mayor Woodford at 7:30 P.M., and on roll call the following members answered “Present”: Messrs, Keith, Hartnett, Burton, Vane, Hinkle, Downes.
MINUTES
Upon motion of Messrs. Burton and Keith, the reading of the minutes of the last Regular and Speical Meetings was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s Report for the month of March was read by the Clerk and accepted upon motion of Messrs. Keith and Hinkle.
Upon motion of Messrs. Downes and Hinkle, the City Council voted to authorize the Eastern Shore Public Service to run a temporary power line from their lines to our electric plant in order to supply them with electricity. The understanding being that the Eastern Shore Public Service bears all expenses for running this temporary line and that same would be removed in approximately two (2) years after construction. It was explained by Mayor Woodford and City Manager Wilcox, that the cost of this line would be approximately $25,000. This motion was passed by the following vote: Keith, No; Hartnett, Yes; Burton, Yes; Vane, Yes; Hinkle, Yes; Downes, Yes.
Upon motion of Messrs. Downes and Keith, the City Council authorized the City Manager to purchase a hydraulic jack for the Robbins Hose Co.
Attached report of Mr. Goldstein, who inspected the meter installation for the City of Dover, was read by the City Manager and ordered attached to the minutes.
ALDERMAN’S REPORT
The Alderman’s Report for the month of march was read by the Clerk and accepted upon motion of Messrs. Burton and Hinkle.
A check for $206.25 was turned over to the City manager with the report of 29 arrests.
POLICE REPORT
The monthly report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Keith and Burton.
COMMITTEES
Mr. Thomas Knowles appeared before Council to file a complaint against William Brown and William Lone who, he stated, were starting a junk yard in the Newton Building located on N. Queen St. between Mary and Cecil St., this building being close to his home.
Mr. Knowles was advised that the City manager would look into this matter and see what could be done in order to clear up conditions.
LETTER
A letter from Mr. E. C. Scott was read to the City Council asking that the Council pay him $35.00 for the old steam engine which was sold for junk by the City and which he claimed belonged to him. This engine was stored in the City warehouse and had been there for at least 10 years. The City Council instructed the City Clerk to write Mr. Scott and tell him that they could not pay this claim in as much as the engine had been left there for such a long period of time and that he had been asked several times during that period to move the engine from the premises.
CITY TAX RATE
The City Tax Rate for the year of 1944 was set by the Council at $.70 per hundred dollars valuation.
REBUILDING SILVER LAKE DAM
The City Manager presented estimates and prices for the rebuilding of the Silver Lake Dam. After some discussion the City Council decided to visit the site on the following Wednesday at 2:00 P. M.
