REGULAR MEETING
August 12th, 1940
The regular meeting of the City Council of the City of Dover was held on the 12th day of August, 1940. The meeting was called to order at 7:30 P.M. with Mayor Woodford presiding, and on roll call the following members answered “present”: Messrs. LeFevre, Downes, Keith, Millman, Frear, Burton and Vane.
MINUTES
Upon motion of Messrs. Frear and Keith, the reading of the minutes of the last regular and special meetings was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of July was read by the Clerk and accepted upon motion of Messrs. Keith and Frear.
Upon motion of Messrs. Keith and Downes, City Council authorized The City Manager to negotiate with the proper authorities for the purchase of the necessary lands for opening Waples Avenue through from Bradford Street to Governors Avenue.
Upon motion of Messrs. Keith and Burton, the City Solicitor was instructed to prepare an ordinance compelling all restaurants, cleaning establishments, laundries, drug stores, all fountain services, and principle users of water to install water meters.
FINANCIAL REPORT
The financial report for the month of July was read by the Clerk and approved upon motion of Messrs. Burton and Millman.
ALDERMAN’S REPORT
The Alderman’s report for the month of July was read by the Clerk and accepted upon motion of Messrs. Frear and Downes. A check amounting to $64.00 was turned over to the City Manager with the report of eight arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Burton and Keith.
REMITTING FINES
Upon motion of Messrs. Keith and Frear, the City Council instructed the City Clerk to draw an order on the treasurer remitting the traffic violation fines of N.B. Downing and Kirk Baynard.
A LETTER
A letter from the firm of Napp & Spence was read by the Clerk requesting “NO PARKING” signs in front of their business establishment on W. Loockerman Street. The Council instructed the Clerk to write a letter to Napp & Spence advising them that they could not grant this request due to the fact that they would feel they were discriminating in regard to other merchants on Loockerman Street.
COMMITTEES
Fire Chief Baker appeared before Council asking a donation of $55.00 for the purpose of sending the fire chiefs to fire school in Baltimore. Upon motion of Messrs. Frear and Keith, the amount of $55.00 was donated for this purpose.
PURCHASE OF AIRPORT
Upon motion of Messrs. Downes and LeFevre, the Council voted that the proper City officials be authorized to execute the deeds and papers necessary for the purchase of the Dawes farm which is to be used for a municipal airport, the purchase price not to exceed $8,000.00.
USE OF COUNCIL ROOM
Upon motion of Messrs. LeFevre and Keith, the City Council voted that the City manager cannot grant permission for the use of Council Room by any organizations, except by special permission of the City Council.
Upon motion of Messrs. LeFevre and Frear, Mayor Woodford was authorized to make the proper arangements for the annual City Dinner to be held at Rehoboth Beach.
