In general, the Human Resources Department leads and supports the organization in maintaining a competent, capable workforce and in creating a work environment that reflects respect for employees and promotes effective service delivery to citizens. This department is responsible for the following tasks:

Assists the council and City Management team to develop programs, and systems that guide decisions and Human Resources Management approaches.

Recruits and selects qualified employees.

Develops and increases skills and capabilities of individuals and work groups through orientaton, training, and skill development.

Fosters team work through Open Communication, Employee Recognition, Cooperative Labor Relations, and problem solving process.

Manages, evaluates, and controls fringe benefit programs such as Health, Life & Disability Insurance, Deferred Compensation, and Employee Assistance/Wellness Programs.

Manages, monitors, and provides litigation support, when required, for state mandated programs of Workmans Compensation and Unemployment Insurance.

Coordinate the City's activities in Safety and Loss control. Identify areas of significant risk; where appropriate purchase insurance protection.

Coordinate activities of the Dover Employee Service Committee and the other activities aimed at promoting "Community Excellence Through Quality Service." These activities include: Service Awards, City-funded Employee Picnic, and Employee Appreciation Day Activities.

Our vision is to be a unifed department that will provide assistance to all customers with enthusiasm.  Assigned projects and tasks will be completed to the best of our ability while ensuring the end-user understand the results and the implications of implementation.  We will endeavour to develop personal relationships to enhance trust and open communications.
