In general, the Human Resources Department leads and supports the organization in maintaining a competent, capable workforce and in creating a work environment that reflects respect for employees and promotes effective service delivery to citizens. This department is responsible for the following tasks:
- Assists the council and City Management team to develop programs, and systems that guide decisions and Human Resources Management approaches.
- Recruits and selects qualified employees.
- Develops and increases skills and capabilities of individuals and work groups through orientaton, training, and skill development.
- Fosters team work through Open Communication, Employee Recognition, Cooperative Labor Relations, and problem solving process.
- Manages, evaluates, and controls fringe benefit programs such as Health, Life & Disability Insurance, Deferred Compensation, and Employee Assistance/Wellness Programs.
- Manages, monitors, and provides litigation support, when required, for state mandated programs of Workmans Compensation and Unemployment Insurance.
- Coordinate the City's activities in Safety and Loss control. Identify areas of significant risk; where appropriate purchase insurance protection.
- Coordinate activities of the Dover Employee Service Committee and the other activities aimed at promoting "Community Excellence Through Quality Service." These activities include: Service Awards, City-funded Employee Picnic, and Employee Appreciation Day Activities.
