REGULAR MEETING
June 14, 1937
The regular meeting of the City Council of the City of Dover was held on the 14th day of June, 1937. The meeting was called to order by mayor Woodford and on roll call the following members answered present: Messrs. Frear, Keith, Downes, LeFevre, Burton, Hinkle and Vane.
MINUTES
Upon motion of Messrs. Frear nd Burton, the reading of the minutes of the last regular meeting was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month ofMay was read by the Clerk and accepted upon motion of Messrs. Keith and Burton.
FINANCIAL REPORT
The financial report for the month of May was read by the Clerk and accepted and approved upon motion of Messrs. Burton and Frear.
ALDERMAN’S REPORT
The Alderman’s report for the month of May was read by the Clerk and accepted upon motion of Messrs. Keith and Burton. A check amounting to $84 was turned over to the City Manager with the report of 16 arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. LeFevre and Keith.
NEW ORDINANCE
The following ordinances were adopted by the City Council after being read by the Clerk:
(1)
AN ACT TO AMEND CHAPTER 19 OF THE ORDINANCES OF THE CITY OF DOVER RELATING TO DOGS BY MAKING IT UNLAWFUL TO KEEP DISORDERLY DOGS AND PROHIBITING THE RUNNING AT LARGE OF FEMALE DOGS UNDER CERTAIN CONDITIONS.
Be It Ordained by the Council of the City of Dover in Council Met:
SECTION 1. That Chapter 19 of the Ordinances of The City of Dover be amended by adding at the end of Section 3 of said Chapter 19 the following new section to be designated as Section 4 as follows:
(a) Any female dog, while in heat, being at large within the limits of the City of Dover, shall be deemed a common nuisance, and the person or persons owning, keeping or harboring such female dog shall, for her beign at large, forefeit and pay a fine of not more than Ten ($10.00) Dollars.
(b) Any person or persons owning, keeping or harboring any dog, which being confined in any house, building or otherwise, shall habitually disturb any person or family by barking or howling, or not being so confined shall annoy any person as aforesaid, shall forfeit and pay a fine of not less than One ($1.00) nor more than Five ($5.0) Dollars.
(c) Any person or persons owning, keeping or harboring any dog that shall annoy or disturb any person by barking, or rushing at, or attacking them on any street, or sidewalk, or public alley of said town, shall, upon conviction forfeit and pay a fine of not less than One or more than Five Dollars.

AN ORDINANCE PROHIBITING THE OBSTRUCTION OF VIEW AT STREET INTERSECTIONS.
Be It Ordained by the Council of the City of Dover in Council met:
SECTION 1. It shall be unlawful for any person or persons, firm, association or corporation to maintain or keep any hedge or fence along the property line abutting upon any of the streets, lanes, or alleys of the City of Dover closer than fifty feet to the intersection of such street or streets, with Governors Avenue or State Street of the said The City of Dover so as to obstruct the view down such intersecting street.
SECTION 2. Any hedge or solid fence being more than three feet in height shall be deemed to be a prima facie obstruction of the view down and along such intersecting street or streets and such hedge or fence in excess of three feet in height shall be deemed to be unlawful under the provisions of this Ordinance.
SECTION 3. Any person or persons, firm, association or corporation violating the provisions of this Ordinance and upon conviction thereof shall forfeit and pay a fine of not less than One ($1.00) Dollar nor more than Ten ($10.00) Dollars, and each day such obstruction or obstructions shall continue after being notified by the police Department of the City of Dover to abate such obstruction shall be a separate offense.

AN ORDINANCE REGULATING THE PARKING OF AUTOMOBILES AND OTHER VEHICLES ON THE STREETS OF THE CITY OF DOVER.
Be it Ordained by the Council of the City of Dover in Council Met:
SECTION 1. It shall be unlawful for any person or persons to park, place or keep any motor vehicle, carriage, wagon or other similar vehicle within twenty (20) feet from the intersection of the curb liens where any street, lane or alley intersects with any other street, lane or alley within the City of Dover.
SECTION 2. It shall be unlawful for any person or persons to park, place or keep any motor vehicle, carriage, wagon or any other similar vehicle within ten (10) feet of any fire plug in or along the streets of the City of Dover.
SECTION 3. It shall be unlawful for any person or persons to park, place, maintain or in any manner obstruct any private or public driveway leading into or from any of the streets, lanes or alleys of the City of Dover.
SECTION 4. It shall be unlawful for any person or persons to park, place or maintain any motor vehicle, carriage, wagon or other similar vehicle in the streets of the said City outside of the parking lines established by the authorities of the said City of Dover unless such vehicle or vehicles shall be under the supervision and direction of a member of the Police Department.
Wherever no parking lines are laid down along the curb of any of the streets of the said City all vehicles parked along either side of said street shall be parked parallel to and adjacent to the curb or curb line of said street or streets, and in the direction in which such vehicle is proceeding.
SECTION 5. Any person or persons violating any of the provisions of this Ordinance and upon conviction thereof shall be fined not less than One ($1.00) Dollar nor more than Twenty-five ($25.00) Dollars for each separate offense, and in lieu of the payment of any fine imposed by the Alderman or, upon failure to pay such fine, shall be imprisoned not less than one day nor more than ten days.

ORDINANCE RELATING TO THE PARKING OF TAXI CABS.
Be It Ordained by the Council of the City of Dover in Council Met:
SECTION 1. That the Mayor of the City of Dover and the Chief of police of the City of Dover are hereby authorized and directed to designate a space on the east side of Bradford Street adjacent to or near Loockerman Street in said City containing sufficient space for the parking of three motor vehicles or taxi cabs, which space when so designated shall be marked off and signs placed designating the same as and for the use of taxi cabs registered with the said Mayor as hereinafter provided.
SECTION 2. Upon the designation and marking off of the space provided for in Section 1 hereof, any person owning and operating a taxi cab or taxi cab service and who is a resident of the City of Dover shall make application to the Mayor of the City of Dover for parking space for not more than one vehicle in the reserved area designated in Section 1 hereof. Upon being satisfied that such applicant is a bona fide taxi cab owner and operator and that there is no just reason why the application should not be granted, the Mayor is hereby authorized to grant to said applicant space or privilege of parking not more than one taxi cab within such reserved space. Such privilege shall continue for the benefit of said applicant only so long as he shall be the owner and operator of a taxi cab service or a taxi cab within the City of Dover.
SECTION 3. It shall be unlawful for any person or persons to park, place or operate any motor vehicle within the space reserved and set apart as and for a taxi cab stand or area except the holders of permits granted pursuant to Section 2 hereof. Any person violating the provisions of this ordinance shall be fined not less than One ($1.00) Dollar nor more than Five ($5.00) Dollars for each offense.
SECTION 4. The space reserved and set aside for the use of taxi cabs under the provisions of this resolution shall be clearly designated by Police Department signs placed in a conspicuous place or places along said area.
