REGULAR MEETING
August 10th, 1936
The regular meeting of the City Council of the City of Dover was held on the 10th day of August, 1936. The meeting was called to order by Mayor J. Wallace Woodford and on roll call the following members answered present: Messrs. LeFevre, Downes, Millman, Keith, Burton, Frear, Hinkle and Vane.
MINUTES
Upon motion of Messrs. Keith and Burton, the reading of the minutes of the last regular meeting was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of July was read by the Clerk and accepted upon motion of Messrs. Keith and Downes.
Upon motion of Messrs. Downes and Frear, the City Manager was authorized to extend the sewer on South Bradford Street, south 300 feet.
Upon motion of Messrs. Keith and Downes, the City Manager was authorized to secure an estimate on the laying of an interceptor sewer along Tar Ditch from the disposal plant to Slaughter Street and make application for P. W. A. Grant to cover the installation of this sewer.
The City Manager was instructed to notify Mr. Jesse Harman that if work on the dyke and fence around his oil station, located on West Street, was not started by August 15th, 1936, all conditions of his permit would be revoked and he would be unable to operate until these conditions would be met.
FINANCIAL REPORT
The financial report for the month of July was read by the Clerk and accepted and approved upon motion of Messrs. Burton and Hinkle.
ALDERMAN’S REPORT
The Alderman’s report for the month of July was read by the Clerk and accepted upon motion of Messrs. Keith and Hinkle. A check of $59.00 was turned over to the City Manager with the report of 12 arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Burton and Keith.
P. W. A. APPLICATION RESOLUTION
A resolution authorizing the Mayor and City Manager of the City of Dover, Delaware to file an application to the United States of America through the Federal Emergency Administration of Public Works for a grant to aid in financing the construction of an interceptor sewer with storm water regulators and miscellaneous appurtenances from the sewage treatment works along the line of Tar Ditch to Slaughter and North Streets, and for the construction of sewer extensions in Governors Avenue and Wyoming Avenue, and designating the Mayor and City Manager to furnish such information as the Government may request.
At a meeting of the City Council of Dover, Delaware, held in the City Hall at Dover, Delaware, on August 10th, 1936, the following members of the City Council were present: Messrs. LeFevre, Downes, Millman, Keith, Burton, Frear, Hinkle and Vane, being a majority of all the members of the City Council. L. D. Shank, City Manager, and Joseph O. Willis, City Clerk, were also present.
The following resolution was presented:
RESOLVED, That J. Wallace Woodford, Mayor, and L. D. Shank, City Manager, be and they are hereby authorized to execute and file an application on behalf of the City of Dover, Delaware, for a grant to aid in financing the cost of an intercepting sewer with storm water regulators and miscellaneous appurtenances along the line of Tar Ditch from the sewage treatment works to Slaughter and North Streets and for the construction of the extension of branch sewers in Governors Avenue and Wyoming Avenue.
That the said Mayor and the said City Manager be and they are hereby authorized and directed to furnish such information as the United States of America through the Federal Emergency Administration of Public Works may request in connection with this application.
On motion of the foregoing resolution was adopted by the unanimous vote of the City Council present.

COMMITTEES
Mr. Rash and Mr. Sipple appeared before Council filing a complaint declaring a nuisance of smoke in the community of the Capital Cleaners & Dyers. They were advised that the Council would take this matter up with Mr. Outten and see if they could not remedy this nuisance.
Fire Chief Thomas Baker appeared before Council asking for a donation of $45.00 and permission for the Chief and two assistants to attend the Fire School near Washington on September first, second and third. Also, that Mr. Harry Hanock be authorized to act as chief during their absence. Upon motion of Messrs. Keith and Frear this donation and permission was granted.
