REGULAR MEETING
April 13th, 1936
The regular meeting of the City Council of the City of Dover was held on the 13th day of April, 1936.
The meeting was called to order by Mayor J. Wallace Woodford an on roll call the following members answered present: Messrs. Keith, Downes, Burton, Hinkle, Vane, Frear, Millman and LeFevre.
MINUTES
Upon motion of Messrs. Burton and Hinkle, the reading of the minutes of the last regular meeting was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of March was read by the Clerk and accepted upon motion of Messrs. Hinkle and Frear.
Upon motion of Messrs. Keith and Burton, the project for water and sewers in Lake View Gardens was left up to the City Manager with the power to act when he was assured of ten houses being built.
Upon motion of Messrs. Keith and Burton, Council voted to recind the above motion and authorized the City manager to extend the water mains in Lake View Gardens as soon as he was assured of ten houses being built, but not to extend the sewers until the City Council should direct.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Keith and Hinkle.
ALDERMAN’S REPORT
The Alderman’s report for the month of March was read by the Clerk and accepted upon motion of Messrs. Burton and Keith. Cash amounting to $19.00 was turned over to the City manager with the report of four arrests.
FINANCIAL REPORT
The financial report for the month of March was read by the Clerk and accepted and approved upon motion of Messrs. Keith and Burton.
COMMITTEES
A delegation from South Dover (Wyoming Ave. & Governors Ave.) appeared before Council asking the City to give them some relief in the way of sewers in that location of the City. Messrs. William Smith, Allen Frear and Gus Konshak spoke on behalf of the committee, and upon motion of Messrs. Keith and Burton, the City Manager was instructed to make a survey of this location and report at the next Council meeting the estimated cost of this improvement.
A delegation from north Governors Avenue an Bradford Street appeared before Council aksing that they reconsider their decision to open an alley between Killen Street and Walker Road and presented the cost, which amounted to $232. Upon motion of Messrs. Keith and Burton, Council voted that this alley should be opened in accordance with previous resolution, provided there is no opposition in addition to the request set forth in the petition. They also agreed that they would remove the old drive-ways from the properties of D. D. Wharton and Francis Turner.
A PETITION
A petition was presented to Council signed by 13 property owners on Rodney Road, asking the City to remove the flower gardens or islands on Rodney Road and to pave said street from curb to curb with hard surface material, understanding that the cost to the property owners would not exceed 50¢ per foot front. They were advised that it would be impossible to pave the street for at least one more year in-as-much as there was still some settling in the earth due to a deep sewer installed a few years ago. however, upon motion of Messrs. Burton and LeFevre, the Council instructed the City Manager to remove the islands or flower gardens and put slag where they were taken up, and the petition would be filed until the City can see its way clear to pave this street.
PORCH REMOVAL
Upon motion of Messrs. Keith and Burton, the City manager was instructed to notify the property owner that upstairs porch extending over the sidewalk at Freeman’s Barber Shop on Loockerman Street would have to be removed within ninety days.
ASSESSMENTS
The general assessment was presented to the City Council, and upon motion of Messrs. Burton and Keith was approved, with the tax rate of 80¢ per $100 to apply to this assessment for the coming year.
Upon motion of Messrs. Burton and Frear, Council instructed the City Clerk to draw an order for the City Assessor’s salary of $300 and that the Assessor’s assessment should be $1900.
Upon motion of Messrs. Keith and Downes, the property of Nellie Packard was changed from $2500 to $2400.
VETERANS OF FOREIGN WARS CONVENTION
Mr. Dickerson appeared before Council explaining that the annual convention for the Veterans of Foreign Wars would be held in Dover on June 26th and 27th. he stated that there would be at least 2,000 veterans and their families in Dover attending this convention. In addition to this, it would attract a large number of people. He asked that the Council cooperate with the committee in charge, arranging for the decorations of the City and the proper streets for parades. he state that the parade would consist of at least 15 or 18 drum and bugle corps who would be in line for competition. He also asked that the City donate a cash prize to be used for this purpose. Upon motion of Messrs. LeFevre and Hinkle, the Council donated $100 to be given to the best drum and bugle corps in line and advised Mr. Dickerson that they would cooperate in every way possible, but they thought the Chamber of Commerce should be contacted and asked to take charge of the mercantile decorations.
BOARD OF HEALTH REPORT
The semi-annual report of the Secretary of the Board of Health was accepted as read by the Clerk and ordered filed.
Upon motion of Messrs. Keith and Frear, the following members of the Board of Health were appointed for the ensuing year:

Upon motion of Messrs. Downes and Frear, the Secretary of the Board of Health was instructed to have necessary cards printed so that he could notify authorities of any diseases with which he comes in contact within the City limits.
The City Clerk was instructed to draw an order on the Treasurer for $100, $50 of which is the secretary’s salary and $50 expense money for the coming year.
A LETTER
A letter and resolution, which was adopted by the Dover Rotary Club, was read before Council, and upon motion of Messrs. Keith and Downes was accepted with thanks and ordered filed.
