REGULAR MEETING
March 9th, 1936
The regular meeting of the City Council of the City of Dover was held on the 9th day of March, 1936.
The meeting was called to order by Vice-Mayor Frear and on roll call the following members answered present: Messrs. Downes, Millman, Burton, Vane, Hinkle, Keith and LeFevre.
MINUTES
Upon motion of Messrs. Burton and Downes, the reading of the minutes of the last regular meeting was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of February was read by the Clerk and accepted upon motion of Messrs. Keith and Downes.
The City Manager was authorized to install a water main on South Bradford Street from Dover Street 150 feet south of Waples Avenue, a distance of about 400 feet, if enough buildings were constructed to warrant this expenditure.
Upon motion of Messrs. Keith and Burton, the City Manager was instructed to use the grader to open up dirt streets in Lake View Gardens. Upon motion of Messrs. Keith and Hinkle, the matter of running water mains and sewers into lake View Gardens was placed on the table until a later date.
Upon motion of Messrs. Downes and Hinkle, the Mayor and City manager were authorized to borrow up to $50,000.00 to be used for the new incinerator and sewerage disposal plant.
RESOLUTION
The following resolution was adopted upon motion of Messrs. Millman and Burton:
A RESOLUTION PROVIDING FOR THE PAVING OF PINE STREET FROM STATE STREET TO ORCHARD AVENUE IN THE CITY OF DOVER, KENT COUNTY AND STATE OF DELAWARE.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF DOVER:
SECTION 1. That the Council of the City of Dover will meet on Monday, April 13, 1936, at 7:30 P. M. in the Council Room of the City Hall, in the said City of Dover, to consider the question of paving Pine Street from the easterly side of State Street to Orchard Avenue, in the City of Dover, Kent County and State of Delaware, with material consisting of hard surface, bituminous top and of assessing the costs thereof against the several owners abutting on said street, to-wit:-

SECTION 2. That a copy of this resolution shall be published at least one week prior to the meeting aforesaid in at least one issue of at least two newspapers published in the City of Dover and the Clerk of the Council is hereby authorized and directed to cause said publication to be made and shall present at said meeting proof of publication as herein provided.

POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Burton and Keith.
ALDERMAN’S REPORT
The Alderman’s report for the month of February was read by the Clerk and accepted upon motion of Messrs. Hinkle and Keith. A check amounting to $19 was turned over to the City Manager with a report of five arrests.
FINANCIAL REPORT
The financial report for the month of February was read by the Clerk and accepted and approved upon motion of Messrs. Burton and Keith.
APPLICATION FOR “NO PARKING” SIGNS
Application for parking restrictions in front of the office of Dr. B. F. Burton, Jr., to 14 S. State Street was read by the Clerk, and upon motion of Messrs. Keith and Downes, Council voted to allow Dr. Burton the privilege of “NO PARKING” signs in front of his office.
A LETTER
A letter from the Chamber of Commerce requesting that the City purchase a supply of Dover Booklets was read by the Clerk. Upon motion of Messrs. Downes and LeFevre, the City manager was instructed to secure an estimate of the cost of 5,000 of these booklets and report at the next meeting.
NOMINATION OF OFFICERS OF THE ROBBINS HOSE COMPANY
The nomination for the chief and first and second assistant chief was presented to Council for their approval, namely:-
Thomas E. Baker, Chief;
Wm. C. Boyer, First Assistant Chief;
and Robert C. Densten, Second Assistant Chief.
Upon motion of Messrs. Keith and Hinkle, the nomination of these officers was approved by the Council and the City Clerk was instructed to post a notice of the election of the Robins Hose Company officers to be held Monday, April 6th, from 7:30 to 9:00 P. M.
OPENING OF ALLEY
Upon motion of Messrs. LeFevre and Hinkle, the City Council voted to open the alley between N. Bradford Street and Governors Avenue from Ross Street to Walker Road with the understanding that this alley would not cost the City of Dover any money for right-of-ways and that the City Manager mail a notice to each property owner affected, presenting him with $1.00 to cover damages for the right-of-way of this alley and instructing them that they would have five days from the date of the notice in order to make an appeal.
ORDINANCES
(No. 1)
AN ORDINANCE TO REGULATE TRAFFIC AND
PARKING ON DOVER GREEN.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER.
SECTION 1. That traffic around and upon that part of the City of Dover known as “Dover Green” shall be only in one direction. Such traffic shall run counter clock-wise. No left hand turns shall be made at any of the intersections on “Dover Green” except at such intersections where such left hand turn can be made in line of traffic.
SECTION 2. It shall be the duty of the City Manage of the City of Dover to secure and have erected suitable signs or markers indicating the line of traffic and the parking places around said “Dover Green” as soon as may be conveniently done upon the passage and approval of this ordinance.
SECTION 3. Any person convicted of the violation of any of the provisions of this ordinance shall be fined not less than Five Dollars ($5.00) nor more than Twenty-five Dollars ($25.00) and upon failure to pay such fine shall be imprisoned not exceeding thirty days.

AN ORDINANCE PROVIDING FOR THE PAYMENT OF WATER
RENTS BY LANDLORDS OWNING PROPERTY WITHIN THE
CITY OF DOVER.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER:
SECTION 1. That from and after the passing and approval of this ordinance no landlord or owner of real estate in the City of Dover subject to water rents shall be relieved from HTE payment of such water rents because of any agreement for the payment of the same or any part thereof between the landlord and the tenant or tenants in possession of said property.
Ordinance No. 1 was approved upon the following vote:-

POLICE OFFICER’S COMMISSION
Upon motion of Messrs. Keith and Hinkle, the City Council instructed the Chief of Police that no police officer of the City of Dover shall be authorized to hold any commission except that which the City Council shall authorize.
WORD OF APPRECIATION
Mr. Thos. V. Keith gave a short speech, thanking the City Council for the presentation of a wrist watch given him in honor of his 25 years of service in the City Council.
Upon motion of Messrs. Keith and LeFevre, the City taxes of John Masten (colored) were ordered stricken from the books.
