REGULAR MEETING
February 10th, 1936
The regular meeting of the City Council of the City of Dover was held on the 10th day of February, 1936.
The meeting was called to order by Mayor Woodford and on roll call the following members answered present: Messrs. LeFevre, Keith, Frear, Burton, Millman, Hinkle, Downes and Vane.
ORGANIZATION
Mayor J. Wallace Woodford was sworn in by Notary Public Herman C. Taylor as Mayor of Dover for the year 1936. The newly elected members of Council, namely: Messrs. Thos. V. Keith, John P. LeFevre, Jesse S. Burton, and Harry Vane, were sworn in by Herman C. Taylor, Notary Public, as Councilman for the next two-year term.
The following officers were appointed by the Council to serve during the coming year:
Vice-Mayor, Grover C. Frear was appointed upon motion of Messrs. LeFevre and Keith.
City Clerk, Joseph O. Willis, appointed upon motion of Messrs. Keith and Burton.
City Treasurer, C. Burton Syphered was appointed upon motion of Messrs. Keith and Burton.
City Solicitor, Melvin Hopkins was appointed upon motion of Messrs. Keith and Burton.
City Alderman, Wilbur D. Burton was appointed upon motion of Messrs. Hinkle and Vane.
MINUTES
Upon motion of Messrs. Burton and Millman, the reading of the minutes of the last regular meeting was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of January was ready by the Clerk and accepted upon motion of Messrs. Keith and Burton.
Upon motion of Messrs. LeFevre and Keith, the City Manager was instructed to buy wood necessary for the welfare needs.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Burton and Millman.
ALDERMAN’S REPORT
The Alderman’s report for the month of January was read by the Clerk and acepted upon motion of Messrs. Millman and Vane. A check amounting to $28 was turned over to the City Manager with a report of five arrests.
FINANCIAL REPORT
The financial report fo the month of January was read by the Clerk and accepted and approved upon motion of Messrs. Millman and Keith.
CITY SOLICITOR’S REPORT
The annual report of the City Solicitor was accepted as read by the Clerk and ordered filed upon motion of Messrs. Hinkle and LeFevre. The City Clerk was instructed to draw an order on the treasurer for $300, the annual fee for the City Solicitor.
A LETTER
A letter from G. Leslie Gooden was read by the Clerk asking permission of Council to rename the north section of New Street to Lakewood Place. Upon motion of Messrs. LeFevre and Burton this request was granted.
PAYMENT ON INCINERATOR
Upon motion of Messrs. Hinkle and Frear, the City Clerk was instructed to draw an order on the treasurer in favor of the Virginia Engineering Company in the amount of $5598.50, which is the first payment on the incinerator contract for work to date.
PRESENTATION
City Council presented Mr. Thomas. V. Keith with a gold watch in appreciation of his services to the City as Councilman of the Second District for 25 consecutive years.
ORDINANCE
The following ordinance was adopted by Council upon motion of Messrs. LeFevre and Keith, the vote being as follows:

AN ORDINANCE TO REGULATE THE PARKING OF VEHICLES ON STATE STREET BETWEEN SOUTH STREET AND LOOCKERMAN STREET IN THE CITY OF DOVER
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER
SECTION 1. That from and after the passage of this ordinance no motor vehicles, horse drawn vehicles or other vehicles after prohibited shall be parked on more than on side of State Street between South Street of the said City of Dover and Loockerman Street of the said City of Dover except as hereinafter provided.
SECTION 2. In order to carry into effect the provisions of this ordinance the Police Department of the City of Dover shall designate which side of siad State Street between said South Street and said Loockerman Street of the said City of Dover shall be used for parking and which place suitable markers shall be placed indicating which side may be used for parking and on which side parking is prohibited.
SECTION 3. Any person or persons violating the provisions of this ordinance and upon being convicted therefore before the Alderman of the City of Dover shall pay a fine of not more than Two Dollars ($2.00) together with the costs of prosecution.
SECTION 4. The provisions of this ordinance shall not be effective until suitable markers shall have been set up as required in Section 2 hereof and, until such markers are so set up as will give the public sufficient notice of which side is open to parking and which side is prohibited to parking, parking shall be permitted on either side of said State Street between said South Street and said Loockerman Street.

Upon motion of Messrs. LeFevre and Keith, the City Solicitor was instructed to prepare an ordinance covering one-way traffic around Dover Green and present it at the next meeting.
SILVER LAKE DAM
Upon motion of Messrs. LeFevre and Keith, City Manager Shank was authorized to communicate with the owner of Silver Lake Mill Property and cooperate with him in strengthening the mill dam which is considered a hazzard to City property.
RESOLUTION
Mr. LeFevre offered the following resolution and moved its adoption. Mr. Keith seconded the motion.
RESOLVED, that the Council of the City of Dover favor the laying out, locating and opening of a new twelve foot alley extending from the northerly side of Ros Street to the south side of Walker Road and lying midway between the westerly right of way line of Bradford Street and the easterly right of way line of Governors Avenue;
And be it further resolved that the Council of the City believes it desirable and favorable that the City should acquire the necessary lands from the several owners thereof necessary to the laying out, locating and opening of said alley and to that end that the City of Dover should acquire six feet from the west part of the several lots facing on Bradford Street of the said City of Dover between said Ross Street and Walker Road and should also acquire six feet off the east portion of the lots facing on said Governors Avenue and lying between Ross Street and said Walker Road;
And be it further resolved that the Council will sit to hear objections and to award just and reasonable damages to anyone who will be derived of property by virtue of the taking thereof for the purposes hereinabove set forth in the Council Chambers in the City Hall on 9th day of March A. D. 1936 at 8 o’clock P. M.;
And be it further resolved that the Clerk of the Council shall post or cause to be posted in five or more public places in the City of Dover at least five days before the day fixed for the hearing aforesaid a copy of this resolution.
After maturely considering the provisions of the foregoing resolution the same was unanimously adopted on a yea and nay vote as follows:
