REGULAR MEETING
November 11th, 1935
The regular meeting of the City Council of the City of Dover was held on the 11th day of November, 1935. The meeting was called to order by Mayor J. Wallace Woodford and on roll call the following answered present: Messrs. Thos. V. Keith, Curtis F. Millman, J.A. Downes, Grover C. Frear, Jesse S. Burton, Willard M. Hinkle and Harry Vane.
MINUTES
Upon motion of Messrs. Burton and Hinkle the reading of the minutes of the last regular meeting was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of October was read by the Clerk and accepted as read upon motion of Messrs. Keith and Frear.
A petition for the removal of the old colored school building on Slaughter Street was presented to Council; also, a letter explaining that same would be put in proper condition for rental purposes and that it would be made into four apartments. Upon motion of Messrs. Keith and Burton, this matter was referred to the Building Commission for their investigation and they were instructed to make a report at the next meeting of Council.
Upon motion of Messrs. Keith and Hinkle, the City Manager was authorized to install the usual Christmas decorations on the streets of Dover.
RESOLUTION
Mr. Thos V. Keith offered the following resolution and Mr. J.A. Downes seconded the same:
WHEREAS, the Council of the City of Dover caused to be advertised an offer for bids covering the costs and expenses incident to the erection and construction of the proposed incinerator and sewage disposal plant on the 28th day of October, 1935; and
WHEREAS, on the 28th day of October, 1935, bids were received pursuant to such notice or advertisement; and
WHEREAS, the said bids were not satisfactory; and
WHEREAS, it is now desired to readvertise for new bids to cover the costs and expenses incident to the erection and construction of said incinerato and sewage disposal plant according to the plans and specifications therefore.
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Dover does hereby authorize, empower and direct the publishing of notices requesting bids for the construction and erection of a proposed incinerator and sewage disposal pant to be located on a tract of land now owned by or in the process of acquisition by the City of Dover on the southside of Water Street within said City bounded on the east by St. Jones’ River or Neck, on the south by Nettie S. Moore and on the west by the lands of the said Nettie S. Moore in part and in part by lands of William F. Cook Estate and lands of others.
AND BE I FURTHER RESOLVED, that the officers of the City of Dover be and they are hereby authorized, empowered and directed to cooperate with such departments and officers of the Federal Government as shall be necessary and proper and as shall be required in and about the proposed erection and construction of said incinerator and sewage disposal plant;
AND BE IT FURTHER RESOLVED, that the officers of the said the City of Dover be and they are hereby authorized, empowered and directed to do such things and to enter into such agreements and to execute such papers, contracts and notices as shall be required in and about the erection and construction of the said incinerator and sewage disposal plant.
After maturely considering the above resolution the same was unanimously adopted on a yea and ney vote as follows:

POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Burton and Keith.
FINANCIAL REPORT
The financial report for the month of October was read by the Clerk and accepted and approved by Council upon motion of Messrs. Hinkle and Burton.
A LETTER
A letter from J. E. Beck Company was read by the Clerk asking that the City extend the Christmas decorations north on Governors Avenue in front of their place of business. This matter was turned over to the City Manager for his consideration with the power to act.
PETITION
A petition was presented to the City Council asking that they open an alley in back of the properties located between n. Bradford Street and No. Governors Avenue south of Walker Road. Upon motion of Messrs. Keith and Frear, the City Manager was instructed to inform them that the City would be glad to open this alley providing this be done without any extra expense to the City.
COMMITTEES
Mr. Jesse Harman appeared before Council asking that a permit be granted for the erection of a bulk gasoline storage plant to be erected on his lot approximately 150 feet north of Division Street on Railroad Avenue. After some discussion, upon motion of Messrs. Keith and Downes, Council voted that this permit be granted to the Harman Oil Company to install tanks on this particular site if the necessary fire protection walls were built.
STATEMENT OF HARMON DILLON TO COUNCIL
“Mr. James Collins asked me if I wanted to buy any liquor in the doorway of W. T. Grant Store about 18 months ago. I told him “No”, and he said he had made three deliveries that night – Dr. Joe McDaniel, Bill Mitten and Albert Maag. Then I called my girl-friend (was at that time) back in the doorway of W. T. Grant store and then I asked her if she wanted to buy an liquor; then she told him “NO”; then he told her the same one he had told me he had made deliveries to.”
