REGULAR MEETING
October 14th, 1935
The regular meeting of the City Council of the City of Dover was held on the 14th day of October, 1935. The meeting was called to order by Mayor J. Wallace Woodford and on roll call the following answered present: Curtis F. Millman, Willard M, Hinkle, Grover C. Frear, Harry Vane, Jesse S. Burton and Thomas V. Keith.
MINUTES
Upon motion of Messrs. Hinkle and Millman, the reading of the minutes of the last regular and special meetings was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of September was read by the Clerk and accepted as read upon motion of Messrs. Burton and Frear.
Upon motion of Messrs. Burton and Frear, Council voted that a gasoline pump permit be granted to Sinclair Refining Company to install pumps on South Queen Street opposite Kent County Motor Company.
Upon motion of Messrs. Burton and Frear, the City Manager was instructed to notify Mr. Vermon Derrickson that he should submit definite plans to the City Council before they would enter into any agreement concerning the site for a new hotel.
ALDERMAN’S REPORT
The Alderman’s report for the month of September was read by the Clerk and accepted upon motion of Messrs. Burton and Millman. A check amounting to $70 was turned over to the City Manager with a report of 17 arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Hinkle and Millman.
FINANCIAL REPORT
The financial report for the month of September was read by the Clerk and accepted and approved by Council upon motion of Messrs. Hinkle and Keith.
LETTERS
A letter from the International City Manager’s Association was read by the Clerk inviting members of Council and city officials to attend the meeting in Knoxville, Tennessee, on October 21st to 23rd. The City Clerk was instructed to write the City Manager’s Association, informing them that they would be unable to send other representatives beside the City Manager, but that they felt the City would be ably represented by the City Manager.
A letter was read by the Clerk from Ernest V. Keith, attorney, requesting that he be given permission to build run-ways over the curbs between his office and the Court House. This matter was held up by Council until the different property owners affected were contacted.
PETITION
A petition was presented to Council by property owners in South Dover in the vicinity of Governors Avenue Boulevard and Wyoming Avenue requesting the City to install sanitary sewers in that locality. Council decided to postpone this matter until a later date on account of previous financial obligations.
COMMITTEES
Rubeun Pikus and Calvin Clark appeared before Council requesting an extension to the Kirkwood Street sewer east on Reed Street to take care of their properties. Upon motion of Messrs. Keith and Frear, the City Manager was authorized to install a sewer east 200 feet from Kirkwood Street on Reed Street.
REPORT OF THE BOARD OF HEALTH
A report of the Secretary of the Board of Health for the past six months was read by the City Clerk and was accepted upon motion of Messrs. Keith and Burton. The City Clerk was instructed to draw a check to the amount of $50 for six months’ salary to the Secretary of the Board of Health.
WELFARE
Upon motion of Messrs. Keith and Hinkle, Council voted to turn all direct relief over to the Dover Welfare Federation.
FIRE PLUGS
Council instructed the City Manager to repair or replace the following fire plugs: at Kirkwood and Fulton Streets, at Bradford and Fulton Streets, at Hartnett’s Lumber Yard and in front of the Kent General Hospital.
