REGULAR MEETING
September 9, 1935
The regular meeting of the City Council of the City of Dover was held on the ninth day of September, 1935.
The meeting was called to order by Mayor J. Wallace Woodford and on roll call the following answered present:
John P. LeFevre, James A. Downes, Thomas V. Keith, Curtis F. Millman, Jesse S. Burton, Willard M. Hinkle and Harry Vane.
The following were absent:

MINUTES
Upon motion of Messrs. Keith and Downes the reading of the minutes of the last regular and special meetings were approved as read by the City Clerk.
CITY MANAGER’S REPORT
The City Manager’s report was ready by the Clerk and accepted as read upon motion of Messrs. Burton and Downes.
Upon motion of Messrs. Downes and Keith, the City Manager was authorized to take the matter up with the State Highway Department and the owners of the McNeal & Haddaway grist mill as to what steps could be taken to reinforce the dirt fill on each side of the tumble dam at Silver Lake. This action was recommended by the City Manager’s report in order to eliminate the danger of flood.
Upon motion of Messrs. Hinkle and Keith, the City Manager was authorized to install the necessary catch basins to drain the Tar Ditch section of excess storm water.
ALDERMAN’S REPORT
The Alderman’s report for the month of August was read by the Clerk and accepted upon motion of Messrs. Burton and Hinkle. A check amounting to $71.00 was turned over to the City Manager.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Burton and Keith.
FINANCIAL REPORT
The financial report for the month of August was read by the Clerk and accepted and approved by Council upon motion of Messrs. Burton and Hinkle.
RESOLUTION
A letter addressed to the honorable J. Wallace Woodford, Mayor, Dover, Delaware, from acting State Director of Federal Emergency Administration of Public Works, Ablel Wolman, was ready by the City Clerk.
After some discussion of the offer of the United States of America to aid by way of grant in financing the construction of a sewerage system, the following resolution entitled “A RESOLUTION ACCEPTING THE OFFER OF THE UNITED STATES TO THE CITY OF DOVER TO AID BY WAY OF GRANT IN FINANCING THE CONSTRUCTION OF A SEWERAGE TREATMENT PLANT AND INCINERATOR AND ADDITIONS TO SEWERAGE SYSTEM” was proposed by Councilman James A. Downes, and read in full:
“A RESOLUTION ACCEPTING THE OFFER OF THE UNITED STATES TO THE CITY OF DOVER TO AID BY WAY OF GRANT IN FINANCING THE CONSTRUCTION OF A SEWERAGE TREATMENT PLANT AND INCINERATOR AND ADDITIONS TO SEWERAGE SYSTEM”
Be it resolved by the City Council of the City of Dover:
Section 1. That the offer of the United States of America to the City of Dover to aid by way of grant in financing the construction of a sewerage treatment plant and incinerator and additions to sewerage system, a copy of which offer reads as follows:

Subject to the Rules and Regulations (PWA Form No. 179, July 22nd, 1935) which are made a part hereof, the United States of America hereby offers to aid in financing the construction of a sewerage treatment plant and incinerator and additions to sewerage system (herein called the “Project”) by making a grant to the City of Dover in the amount of forty-five (45%) percentum of the cost of the Project upon completion, as determined by the Federal Emergency Administrator of Public Works, but not to exceed, in any event, the sum of $53,479.

be and the same is hereby in all respects accepted.
Section 2. That said City Council of The City of Dover agrees to abide by all the rules and regulations relating to such grant, a copy of which rules and regulations were annexed to the Government’s offer and made a part thereof.
Section 3. That the City Clerk be and he is hereby authorized and directed forthwith to send to the Federal Emergency Administration of Public Works three certified copies of this Resolution and three certified copies of the proceedings of this regular meeting in connection with the adoption of this Resolution and such further documents or proofs in connection with the acceptance of said offer as may be requested by the Federal Emergency Administration of Public Works.

The above Resolution was seconded by Thomas V. Keith and was adopted with the following voting aye:

The Mayor thereupon declared said Resolution carried and the Mayor thereupon signed said Resolution in approval thereof.

CITY MANAGER’S ASSOCIATION
Upon motion of Messrs. LeFevre and Downes, Council voted to have their City represented by City Manager L. D. Shank, at the City Manager’s Association to be held at Knoxville, Tenn., on Oct. 21st to 23rd, inclusive.
COMMITTEES
Mr. John W. McFadden appeared before Council in reference to the Dover High School Boys’ Band explaining the work that had been done during the past four years and asking the Council for financial aid for the purpose of purchasing instruments for deserving boys who were unable to purchase them for themselves, these instruments to remain the property of the school at all times. After some discussion, upon motion of Messrs. Keith and Downes, the Council appropriated $150 to the Dover High School Band for this purpose.

Council adjourned at 9 P.M.
