SPECIAL MEETING
July 3rd, 1935
The meeting was called to order at 7:30 P. M. by Mayor Woodford with the following members present: Messrs. Downes, LeFevre, Hinkle, Millman, Frear and Burton.
The purpose of this meeting was to decide whether or not the City would sell the lot on Pennsylvania Avenue, King Street and Division Street. After some discussion, upon motion of Messrs. Downes and LeFevre, Council decided that they would decline the offer of $500 for this lot and would notify Mr. Irving Buckson that the lot is not for sale at this time.
AMENDMENT TO ORDINANCE
Upon motion of Messrs. LeFevre and Downes, Council instructed the City Clerk to have the City Solicitor prepare an amendment to building ordinances limiting the power of the Building Commission to grant permits for dwellings for less than $1,000 in value. Any other permits which come before the Commission shall be submitted to the City Council and a penalty to be included for violation of this ordinance amounting to not less than $100 fine and removal of the building.
ORDINANCES
The following ordinances were passed by the Council:

“AN ORDINANCE TO REGULATE THE CANVASSING, PEDDLING AND DISTRIBUTION OF ICE OVER THE STREETS OF THE CITY OF DOVER ON THE SABBATH”
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVE:
Section 1. That from and after the passage and approval of this ordinance it shall be unlawful for any person, firm, association or corporation to peddle, solicit, canvass or to deliver ice over the streets, lanes and alleys of the City of Dove between the hours of 12:01 A.M. and the hour of 12:00 midnight of the Sabbath day except as hereinafter provided.
Section 2. The provisions of this ordinance shall not be taken to apply to or to be applicable to the sale and delivery of ice in the case of emergencies; nor shall the provisions of this ordinance be taken to apply to or be applicable to the sale and delivery of ice to any hotel, restaurant or eating house within the limits of the said City; nor to any store or stores wherein perishable food products, including meats, vegetables, or either or any of them, are kept for sale prior to 9 A.M.
Section 3. Any person violating any of the provisions of this ordinance shall be fined not less than Five dollars nor more than Twenty-five Dollars for each offense, or, in lieu of the payment of any fine which may be imposed, shall be imprisoned not less than five days nor more than ten days for each offense.

“AN ORDINANCE TO REGULATE THE SALE OF ICE OVER THE STREETS OF THE CITY OF DOVER”
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER:
Section 1. That beginning July 1, 1935, each person, firm, association or corporation distributing or delivering ice for sale over the streets, lanes and alleys of the City of Dover shall pay an annual license fee for the use of the City as follows:
Any person, firm, association or corporation which shall have and maintain its principal office or place of business within the corporate limits of the City of Dover shall pay the sum of Twelve Dollars and Fifty Cents ($12.50) for the first truck or wagon or other vehicle used in the distribution of such product.
Any person, firm, association or corporation not included within the classes hereinabove recited shall pay the sum of Twenty-five Dollars ($25.00) for the first truck or wagon or other vehicle used in the distribution and sale of such product and a further sum of Ten Dollars for each additional truck or wagon or vehicle used in the distribution of such product.
All licenses issued under the provisions hereof shall expire on the first day of July next following the issue thereof.
Section 2. Any person, firm, association or corporation which shall fail and neglect to pay the fees provided in Section 1 hereof as the same shall be come due and payable upon conviction thereof for each offense and each sale of ice within the corporate limits of The City of Dover shall be deemed to constitute a separate offense within the meaning of this ordinance. Upon the failure of such person, firm, association or corporation to pay any fine or fines assessed or imposed under the terms of this ordinance the person or persons found guilty of such violations shall be imprisoned for not less than five days nor more than twenty-five days.

“AN ORDINANCE TO REGULATE THE COLLECTION OF RUBBISH CONSISTING WHOLLY OR PARTLY OF GLASS WASTE MATERIAL”
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER:
Section 1. Upon and after the passage and approval of this ordinance it shall be unlawful for any person or persons to place for collection any rubbish or trash or waste material containing glass in any form or condition to be collected by the City of Dover or by any of its agents or employees except as hereinafter provided.
Section 2. All waste material consisting wholly or partly of glass whether the same shall be broken or otherwise shall be kept separately in a container and shall be set apart from all rubbish or waste material to be collected by the employees or agents of the City of Dover. Such containers shall be of such material that the glass contained therein will not leak through or fall out of such container.
Such glass waste material shall be collected on such day or days as the City Manager shall designate as regular collection days therefore; provided that the said City Manager may designate in the case of emergency or, as conditions may require, such additional days as he shall deem expedient.
Due notice shall be given by the City Manager of the regular day or days for the collection of such waste products herein referred to and such days shall continue as regular days for the collection thereof until notice of the change thereof shall be given by the said City Manager. Such notice may be given either by publication in one or more of the papers published within the City of Dover, or by hand bills, or such other notice as the City Manager may deem proper.
Section 3. Any person or persons violating any of the provisions of this ordinance and upon conviction thereof shall be fined not more than Five Dollars ($5.00) for each offense and in lieu of the payment of such fine imposed shall be imprisoned not exceeding five days.
