REGULAR MEETING

June 10th, 1935

The meeting was called to order by Mayor Woodford at 7:45 P.M. with the following members present: Messrs. Frear, Hinkle, Clark, Keith, LeFevre, Millman and Burton.

MINUTES

Upon motion of Messrs. Burton and Hinkle, the reading of the minutes of the last regular meeting was dispensed with.

CITY MANAGER’S REPORT

Upon motion of Messrs. LeFevre and Burton, the City Manager’s report for the month of May was accepted as a read by the Clerk and ordered placed in the minutes.

Upon motion of Messrs. LeFevre and Hinkle, the City Manager was authorized to pay off the $15,000 bond which is outstanding at the Farmers Bank.

Upon motion of Messrs, Hinkle and LeFevre, the City Manager was authorized to have the work completed which is being done by George & Lynch on the Jones River Swamp.

Upon motion of Messrs. LeFevre and Hinkle, the City Manager was authorized to enter into a contract with the firm of Albright & Friel to have prepared tentative plans for building a disposal plant and an incinerator which are to be presented to the PWA for the purpose of financing same.

Upon motion of Messrs. Hinkle and LeFevre the City Clerk was instructed and authorized

to write a letter thanking the State Highway Department for the work which they have done on Kings Highway and Division Street from Richardson & Robbins to the airport.

ALDERMAN’S REPORT

The Alderman’s report for the month of May and fines collected amounted to $115 with 21 arrests, check for same being turned over to the City manager. This report was accepted as read by the Clerk and ordered filed upon motion of Messrs. Keith and Burton.

Upon motion of Messrs. Frear and Burton, the City Clerk was instructed to issue checks refunding the 9 fines which were collected on May 16th for running under a red light at Delaware & Pennsylvania Avenues.

POLICE REPORT

The report of the Chief of Police was accepted as read by the Clerk upon motion of Messrs. Burton and Millman.

FINANCIAL REPORT

The financial report for the month of May was accepted as read by the Clerk upon motion of Messrs. Burton and Clark.

COMMITTEES

Mr. James J. Behen appeared before Council asking that an ordinance be passed regulating the delivery of ice within the City limits on Sunday. After some discussion he was instructed that the City Solicitor would prepare such an ordinance.

Mr. Lewis Wallace appeared before council asking that water and light be extended from Hope Street to Wyoming Avenue on South Governors Avenue. The matter was referred to the City Manager with instructions to report the cost of same as soon as possible.

Mr. R.C. Beckett appeared before Council with a detailed report furnished him by the Misquito Control Board showing the different misquito breeding areas within the City limits. Upon motion of Messrs. Hinkle and LeFevre the City Manager was authorized to spend up to $500 for the purpose of cleaning out ditches and draining low areas in and around the City of Dover.

Mr. Beckett also called to the attention of the City Council the necessity of all property owners cooperating in making Dover 100% sanitary. he City manager was instructed to notify all property owners who had City sewers available to connect with the City sewer within 30 days. upon motion of Messrs. LeFevre and Frear, the State Sanitary Engineer was authorized to proceed with the necessary work in areas where sewer connections are not available and that the City would set up a small revolving cash fund in order to take care of this work.

EXTENSION OF WATER MAINS

Upon motion of Messrs. LeFevre and Frear, the City Manager was authorized to extend the City water main from the water works to Loockerman Street extended in order to take care of the properties which are to be built in East Dover Hills.
