REGULAR MEETING
May 13th, 1935
The meeting was called to order by Mayor Woodford at 7:30 P.M. with the following members present: Messrs. Millman, Keith, LeFevre, Downes, Burton, Frear, Clark and Hinkle.
MINUTES
Upon motion of Messrs. Burton and Clark the reading of the minutes of the last regular meeting was dispensed with.
CITY MANAGER’S REPORT
Upon motion of Messrs. Keith and Hinkle the City Manager’s report for the month of April was accepted as a read by the Clerk and ordered placed in the minutes.
Upon motion of Messrs. Frear and Keith, the City Manager was authorized to purchase the 500 tons of ammesite which is stored in George & Lynch’s yard at $2 per ton.
Upon motion of Messrs. Keith and Downes, the City Manager was authorized to lay a hard surfaced street on Elm Terrace according to the petition of the citizens of that street which was presented by the City Manager.
Upon motion of Messrs. Hinkle and Clark, the City Manager was instructed and authorized to notify the holders of property on Kerbin Row that the present buildings be torn down on or before June 1st, 1935, or same will be done by the City. This notice should also be sent to the owners of the old school building on Slaughter Street and the property on South Queen Street which is owned by Miss Ida McGonigal.
SERVICE STATIONS
Referring to the applications for garages and service stations on South Governors Avenue, Council voted that the permits be granted upon motion of Messrs. Keith and Burton.
ALDERMAN’S REPORT
The Alderman’s report for the month of April and fines collected amounted to $198.00 with 17 arrests, check for same being turned over to the City Manager. This report was accepted as read by the Clerk and ordered filed upon motion of Messrs. Keith and Burton.
POLICE REPORT
The report of the Chief of Police was accepted as read by the Clerk upon motion of Messrs. Burton and Frear.
FINANCIAL REPORT
The financial report for the month of April was accepted as read by the Clerk upon motion of Messrs. Hinkle and Burton.
COMMITTEES
State Sanitary Engineer R. C. Beckett appeared before Council and explained that the Federal Government was appropriating so much money to be used to sanitate cities and recommended that the City Council send notice to all property owners available to sewer connection to have their properties connected with the City sewer at once and that the City cooperate with the State authorities in a complete survey for the purpose of making the City of Dover completely sanitary. Councilman LeFecre also recommended that the City do something in regard to eliminating misquito-breeding places within the City and the Council recommended that State Sanitary Engineer Beckett request Major Cockran to send an engineer to Dover in order to make the necessary survey for misquito control.
Mr. Earl D. Willey appeared before Council representing Mrs. Catherine Martin who is the owner of the land known as the wharf at the end of Water Street. he claims that the new City sewer is emptying into the St. Jones’ River at that point and is making the location very unsanitary and disagreeable for her tenants. He was advised that an investigation would be made and reported to him as soon as possible what could be done.
REFUND FOR ELECTRIC LINE
Mr. Vernon Derrickson appeared before Council representing his father, Mr. J. W. Derrickson, in asking that the City refund $195.00 which was paid by Mr. Derrickson for running a electric line from the City limits to his farm in the year 1928. His claim was that the City had hooked other customers on to this line and it is no longer a private line. Upon motion of Messrs. Downes and Hinkle, the City Council instructed the Clerk to draw an order for $150.00 to reimburse Mr. Derrickson for this expenditure.
NEW MEMBER OF BUILDING COMMISSION
Upon motion of Messrs. LeFevre and Frear, Councilman C.F. Millman was elected has the third member of the building commission to fill the vacancy made by W. Denney Clements who resigned from Council.
ORDINANCES
The following ordinances were unanimously passed by Council:
#1 entitled “AN ORDINANCE TO REQUIRE THE CUTTING AND REMOVAL OF GRASS AND WEEDS ON VACANT LOTS”. The motion was made by Messrs. LeFevre and Downes and passed by the following vote:

#2 entitled “AN ORDINANCE DECLARING AND MAKING STORING, SELLING, DISPOSING OF, FIRING AND EXPLODING OF CERTAIN FIRE WORKS TO BE A PUBLIC NUISANCE, AND AFFIXING PENALTIES FOR ITS VIOLATION”. This ordinance was accepted upon motion of Messrs. Downes and Frear and adopted by the following vote:
