REGULAR MEETING
April 8th, 1935
The meeting was called to order by Mayor Woodford with the following members present: Messrs. Keith, LeFevre, Millman, Clark, Burton, Downes and Frear.
MINUTES
Upon motion of Messrs. Frear and Clark, the reading of the minutes of the last regular and special meetings was dispensed with.
CITY MANAGER’S REPORT
Upon motion of Messrs. Burton and Clark, the City Manager’s report for the month of March was accepted as read by the Clerk and ordered placed in the minutes.
A petition referred to in the City Manager’s report which was presented by the Chamber of Commerce, after being read by the Clerk, was referred to the City Solicitor for his recommendation.
ALDERMAN’S REPORT
The Alderman’s report for the month of March and fines collected amounted to $148.00 with 21 arrests, check for same being turned ove to the City Manager. This report was accepted as read by the Clerk and ordered filed upon motion of Messrs. Burton and Millman.
POLICE REPORT
The report of the Chief of Police was accepted as read by the Clerk upon motion of Messrs. Burton and Frear.
FINANCIAL REPORT
The financial report for the month of March was accepted as read by the Clerk upon motion of Messrs. Keith and Downes.
NEW HOTEL
Upon motion of Messrs. Keith an dDownes, the City Manager was instructed to forward a letter addressed to Mr. Harry Bogash which was read before Council regarding the new hotel and to await their decision.
APPLICATIONS FOR FILLING STATIONS
Applications were received and read for four filling stations to be located within the City limits along Governors Avenue. Upon motion of Messrs. Keith and Burton, Council deferred action on these applications until their next regular meeting.
ORNAMENTAL STREET LIGHTS
Upon motion of Messrs. LeFevre and Downes, the City Manager was authorized to install ornamental street lights on Pennsylvania Avenue between Delaware Avenue and Maryland Avenue at a cost to the property owners not to exceed 50¢ per front foot.
NEW ORDINANCE
Upon motion of Messrs. Keith and Downes, the City Manager was authorized to have the City Solicitor draw up an ordinance relating to the cutting and removing of grass and weeds on vacant lots within the City limits.
A LETTER
A letter was read by the Clerk from Mrs. A.A. Hearn expressing her appreciation for the cooperation of the City and its officials with the Dover Welfare Federation during the past year. This letter was accepted upon motion of Messrs. LeFevre and Frear and the City Clerk instructed to write a letter of appreciation to Mr. George Ehinger, President of the Dover Welfare Federation, for his efforts and fine work during the Winter.
TAX APPEALS
The following tax appeals were allowed:
Mr. Frank Shakespeare-------Assessment $8,000.00;
Nellie Packard-------------- “ 2,500.00
George W. Morrow------------ “ 1,500.00
William Smith---------------Assessment $3,000.00
Harry Yingling-------------- “ 1,000.00
Upon motion of Messrs. Burton and Keith, the City assessment as hung up was accepted by Council including the above changes.
TAX RATE
Upon motion of Messrs. Frear and Keith, the City tax rate for 1935 was fixed at 80¢ on $100.00.
KENT COUNTY BAND
Upon motion of Messrs. LeFevre and Frear, the City Council voted to pay the Kent County Band $100.00 for concerts to be given in front of the City Hall once a month during the summer months.
ELECTION OF ROBBINS HOSE COMPANY OFFICERS
Upon motion of Messrs. Keith and Millman, the new officers of the Robbins Hose Company were accepted by Council and the members elected were sworn in by Mayor Woodford.
REPORT OF THE BOARD OF HEALTH
The semi-annual report of the Secretary of the Board of Health was accepted as read by the Clerk and ordered filed upon motion of Messrs. LeFevre and Clark and the City Clerk instructed to draw an order on the Treasurer for six months salary for the Secretary an $35.00 for his expenses during the coming year. Upon motion of Messrs. Keith and LeFevre, the Council selected the same Board to serve during the coming year.
