ADJOURNED REGULAR MEETING
March 15th, 1935
The meeting was called to order by Mayor Woodford at 7:30 P.M. with the following members present: Messrs. LeFevre, Keith, Burton, Downes, Clark, Hinkle and Millman.
MINUTES
Upon motion of Messrs. Keith and Burton, the reading of the minutes of the last regular nad special meetings was dispensed with.
CITY MANAGER’S REPORT
Upon motion of Messrs. Hinkle and Downes, the City Manager’s reports for the month of January and February were accepted as read by the Clerk and ordered placed in the minutes.
Upon motion of Messrs. LeFevre and Downes, the City Manager was authorized to purchase a new street sweeper as explained in his report at the price of $2800.
Upon motion of Messrs. Keith and Hinkle, the City Manager was authorized to employ George & Lynch, contractors, to clean out the marsh-land north of the Loockerman Street plaza with a gasoline shovel.
Upon motion of Messrs. Keith and Hinkle, the City Manager was authorized to purchase new venetian blinds for the remainder of the City Hall.
Upon motion of Messrs. Keith and Burton, Council voted to abandon all relief work which is now being done by the City on April 1st, 1935.
ALDERMAN’S REPORT
The Alderman’s report for the month of February and fines collected amounted to $110 with 16 arrests, check for same being turned over to the City Manager. This reort was acepted as read by the Clerk and ordered filed upon motion of Messrs. Burton and LeFevre.
POLICE REPORT
The report of the Chief of Police was accepted as read by the Clerk upon motion of Messrs. Keith and Burton.
FINANCIAL REPORT
The financial report for the month of February was accepted as read by the Clerk upon motion of Messrs. Burton and Hinkle.
SIDEWALKS
Upon motion of Messrs. Keith and Hinkle, the Council voted that the Chief of Police be instructed to notify all property owners on Kirkwood Street and in other sections of the City to have their sidewalks repaired or relaid in accordance with the City ordinance within 30 days from date of notice.
ORDINANCE
AN ORDINANCE TO REGULATE THE USE OF THE CITY STREETS BY FISH MERCHANTS PEDDLING AND CANVASSING SALES FROM HOUSE TO HOUSE OR BY LOCATING VEHICLES ON THE STREETS
BE IT ORDERED BY THE COUNCIL OF THE CITY OF DOVER
SECTION 1. That before any person or group of persons shall solicit, peddle or offer for sale fish, oysters, clams, crabs or other sea food from house to house, such person or persons shall secure a permit from the City Manager for the use of the said City and shall pay to the said City Manager for said permit the sum of Five Dollars ($5.00) in the case of a person living in and a resident of the City of Dover and the sum of Ten Dollars ($10.00) shall be paid by all other persons for such permit.
SECTION 2. Any perons or persons violating any provision of this ordinance and upon conviction thereof shall be find not in excess of Ten Dollars ($10.00) for each separate offense so committed and upon failure to pay such fine shall be imprisoned not in excess of ten days.
The above ordinance was adopted by the City Council upon the following vote: LeFevre, yes; Keith, yes; Millman, yes; Downes, yes; Hinkle, yes; Burton, yes; Clark, yes.
ELECTRIC RATE FOR PALMER HOME
Upon motion of Messrs. Keith and Burton, the City Council adopted a 2 ½ ¢ per KW electric rate for the Palmer Home beginning April 1st, 1935.
