REGULAR MEETING
September 8, 1930
Meeting was called to order by President Woodford at 7:30 P.M. with the following members present: Messrs. Burton, Frear, Clark, Keith, & Hinkle.
MINUTES
Upon motion of Messrs. Burton & Keith the reading of the minutes of the last regular and special meetings was dispensed with.
CITY MANAGER’S REPORT
The attached report of the City Manager was accepted, ordered placed in the minutes, and filed upon motion of Messrs. Kieth & Clark.
Upon motion of Messrs. Keith & Hinkle, the City Manager was instructed to confer with the Highway Department regarding signs and signals necessary for the new Governors Ave. Boulevard and was given authority to purchase the necessary equipment.
ALDERMAN’S REPORT
The Alderman’s report for the month of August and fines collected amounting to $128.00 with twenty arrests, checks for same being turned over to the City Manager. Upon motion of Messrs. Burton & Hinkle this report was ordered accepted and filed.
TREASURER’S REPORT
Upon motion of Messrs. Keith & Clark the following report of the Treasurer, after being read by the Clerk, was accepted, ordered placed in the minutes, and filed.

ORDINANCES
The following ordinances, after being read by the Clerk, were adopted by the following vote:
Ordinance to provide for and define traffic preference over the streets of the City of Dover--
Burton, yes; Frear, yes; Clark, yes; Kieth, yes; and Hinkle, yes.
COMMITTEES
Mr. Charles F. Richards appeared before Council asking if any further decision had been made on allowing him to sell his lot in South Dover for the erection of a bottling plant and if the Council would inform him as to what constituted a block in South Dover. He was instructed that they would inform him after conferring with the City Solicitor the constitution of a block in that district.
Mr. G. Leslie Gooden appeared before Council asking if they would run a sewer on American Avenue from the Falmor Home to the present sewer back of Hazel Road. Upon motion of Messrs. Keith & Hinkle the Council informed him that they would put this particular sewer and water in at any time a house was built in that territory.
RESOLUTIONS
Upon motion of Messrs. Keith & Frear the following resolution was adopted and passed and the City Clerk instructed to deliver a copy to Councilman W. D. Clements.
WHEREAS, it has pleased Almighty God to remove from out midst Jessie F. Clements, beloved wife of Councilman W. Denny Clements, and
WHEREAS, our hearts are sad and filled with sympathy for our fellow Councilman
Be It Resolved that the Council of the City of Dover in meeting assembled extend its sincere sympathy to Councilman Clements and the members of his family, and earnestly pray that our Heavenly Father may comfort them in their sore bereavement.
And Be It Further Resolved that a copy of this resolution be delivered to our fellow Councilman and a further copy be spread upon the minutes of the City Council.
