REGULAR MEETING
August 11, 1930
Meeting was called to order by President Woodford at 7:30 P.M. with the following members present: Messrs. Hinkle, Frear, Clements, & Burton.
MINUTES
Upon motion of Messrs. Burton & Clements the reading of the minutes of the last regular and special meetings was dispensed with.
CITY MANAGER’S REPORT
The attached report of the City Manager was accepted, ordered attached to the minutes, and filed upon motion of Messrs. Burton & Hinkle. A petition was presented to the Council requesting the building of curbs, gutters, and shoulders along the new Governors Avenue Boulevard from North St. to Bank Lane. Upon motion of Messrs. Clements and Burton the City Manager was instructed to proceed with this work. Upon motion of Messrs. Hinkle & Clements the City Clerk was instructed to have the City Solicitor draw up an ordinance prohibiting parking on one side of Reed St. between Governors Ave. and New St., also, to provide for Governors Ave. being a through street within the city limits.
ALDERMAN’S REPORT
The Alderman’s Report for the month of July and fines collected amounting to $180.00 with 16 arrests, check for same being turned over to the City Manager. Upon motion of Messrs. Burton & Hinkle, this report was ordered accepted and filed.
POLICE REPORT
The report of the police was accepted as read by the Clerk by Messrs. Burton & Hinkle.
TREASURER’S REPORT
Upon motion of Messrs. Clements & Burton the following report of the Treasurer, after being read by the Clerk, was accepted, ordered placed in the minutes and filed.

Upon motion of Messrs. Clements & Burton the Clerk was instructed to draw an order on the Treasurer for sufficient funds to be transferred from the Light Fund to the Water and General Funds in order to liquidate the debit in said funds as of July 1, 1930.
COMMITTEES
Attorney Ernest V. Keith appeared before Council in behalf of Mr. Charles Richards regarding selling of a lot in South Dover between the lands of R. E. Norris and C. C. Darling for the purpose of erecting a bottling plant. Mr. Keith, after explaining to the Council that this industry would not be objectionable and that there were some irregularities in the way the Council advertised, appealed to Council to change their decision which that provision had given. Upon motion of Messrs. Clements & Burton the Council instructed Mr. Keith that the proposition would be turned over to the city solicitor for a decision.
CLAIMS
Upon motion of Messrs. Clements & Burton the Council instructed the Clerk to allow J. H. Covington credit for $1.50 which he claims he had plaid for electric current and had not received credit for.
