The contract for the work of laying the new water mains was awarded to A. S. Biggs, for the sum of $1.05 per lin. ft. on all sizes 10" and 14" inc., 32 cents for 4" mains. The price for the tank and tower, was $7,900.00 and the low bidder was the Pittsburg DeMoines Steel Co. work of laying the main will start in about ten days.
The new charters will be in our hands by the 11th or 12th, and as soon as these are distributed among the Council, I would like a meeting to more closely define the duties envolving upon the City Manager, so there will be no conflict of authority, as to the administrative affairs of the city, as well as the enforcement of the ordinances. Also the revision of the City Ordinances should be made immediately. There should also be something done on the shoulders in S. Dover, at least as far as the Cecil Moore garage as drainage from there north, is impossible under the present conditions.
Respectively submitted,
L. D. Shank, City mgr.
