SPECIAL MEETING
April 22, 1929
The meeting was called to order at 7:30 P.M. with the following members present: President Woodford, Messrs. Downes, Clements, Frear, Hinkle, Clark, Burton and LeFevre.
REGULAR MEETING NIGHT
Upon motion of Messrs. Downes & Keith The Regular Meeting night for The City Council was changed from the first Monday each month to the second Monday night each month in accordance with the New City Charter.
APPOINTMENT OF NEW CITY MANAGER
Upon motion of Messrs. Downes and LeFevre Mr. L. D. Shank was appointed as City Manager for the City of Dover at his same salary.
ORDINANCE REGARDING RADIO INTERFERENCE
Upon motion of Messrs. Keith & LeFevre Council voted that an ordinance be drawn regarding radio interference in accordance with advise received after communicating with the Federal Commission.
PRINTING NEW CHARTER
Upon motion of Messrs. LeFevre and Keith The City Manager was instructed to put up for bid the printing 200 copies of the new Charter bound in paper and 12 copies bound in Cloth.
NEW WATER MAINS
City Manager L. D. Shank made a report on the proposed new Water Mains and Water Tower.
Upon motion of Messrs. LeFevre and Clark Council voted to install New Water Mains and Tower subject to the Fire Underwriters approval and as outlined by the City Manager.
Upon motion of Messrs. Downes and Keith Mr. Jesse S. Burton was authorized to purchase a lot suitable for the erection of the new Water Tower.
BILL FOR DRAWING NEW CHARTER
Upon motion of Messrs. Keith & Downes Clerk was instructed to draw orders on the treasurer for payment of $400.00 to Col. John P. LeFevre Esq. and Henry Ridgely Esq. $400.00 for drawing new Charter Changing the Town of Dover to The City of Dover.
NEW WATER MAIN
Upon motion of Messrs. Keith & Clark Council ordered a new Water main of 4"connecting Bud and King St.
