REGULAR MEETING

April 1, 1929

The meeting was called to order by acting President, W. D. Clements, at 7:45 P.M., with the following members present; Messrs. Burton, Clark, Hinkle, Keith and LeFevre.

ALDERMANS REPORT

The Aldermans report for the month of March and fines collected amounting to $166.00 with 21 arrests. Check for same being turned over to the treasurer. Upon motion of Messrs. Hinkle and Clark, this report was ordered accepted and filed.

POLICE REPORT

The report of the Chief of Police was accepted as read upon motion of Messrs. Keith and Burton.

TREASURERS REPORT

Upon motion of Messrs. Keith and Burton the following report of the Treasurer after being read by the Clerk was accepted and ordered placed in the minutes and filed.

The following report was accepted, ordered placed in the minutes and filed upon motion of Messrs. Keith and Clark.

The subject of new water mains is treated in another report, and estimate for several ways of treating this subject at the present time is included.

Four cars of crushed slag have been applied on the streets the past month.

ANNUAL REPORT OF CITY SOLICITOR

Upon motion of Messrs. Keith and Burton, the attached annual report of the City Solicitor Mr. James M. Satterfield was accepted as read by the Clerk and ordered placed in the minutes.

Upon motion of Messrs. Keith and Burton, Council instructed Clerk to request Mr. Melvin Hopkins render a bill for the special work which he did in regard to securing rights of ways for the proposed Govs. Avenue State boulevard.

BOARD OF HEALTH REPORT

The following Attached report of the Secretary of the Board of Health after being read by the Clerk was accepted by Council upon motion of Messrs. Keith and Hinkle, ordered attached in the minutes and filed.

SALARY OF SECRETARY OF BOARD OF HEALTH

Upon motion of Keith and Burton, the Clerk was instructed to issue an order on the Treasurer for $50.00 for six months salary of Secretary of Board of Health. Also, to issue an order of $15.00 for the appropriation of the expense of the Town Board of Health for the next six months.

COMMITTEE

Mr. Wm. H. Credick appeared before Council stated that he was building two houses on Locust Street, South Dover and asking that the Town run a water main up said street to furnish his property with water. Upon motion of Messrs. Keith and Hinkle, Supt. Shank was instructed to run a 4" water main up Locust Street in order to take care of the necessary requirements.

WATER SUPPLY

Supt. Shank and the Water and Light Committee were instructed to investigate and try and locate a suitable location for a 100,000 Gal. water storage tank and report to Council at next regular meeting.

NOTICE TO ASSESSOR

Clerk, J. O. Willis, was instructed to notify Assessor James B. Keith to have assessment list prepared and ready for Council by Monday, April 8, 1929.

NOTICE TO IRA D. YODER

The communication and agreement as presented by Ira D. Yoder was read by the Clerk and he was instructed to notify Mr. Yoder that Council would defer action on said requests and that they continue to have privilege to use ten spaces on Govs. Ave. as they are doing at the present time but not to in any way conflict with the requests of the merchants whose property they abut. This privilege is given until further notice, but at some near date they must move from the corner which they now occupy.

ELECTION OF POLICE FORCE

Upon motion of Messrs. Keith and Burton, James A. Selvy was appointed Chief of Police; Fred Oliver and E. I. Lane was appointed as Town Constables for the ensuring year.

SALARIES OF POLICE FORCE

Upon motion of Messrs. Keith and Burton, Salary of the Chief of Police was raised from $35.00 to $40.00 a week and Town Constable from $28.00 to $30.00 a week.

OFFICERS SWORN IN

The above named police officers were sworn in by Acting Pres. Clements.

PURCHASE OF PROPERTY

Upon motion of Keith and Burton, Council instructed Clerk to draw an order on the Treasurer in favor of John B. Hutton, Attorney, for the purchase of a lot from Mr. Marshall for the purpose of opening up New Street extended.

OPENING NEW STREET

Upon motion of Messrs. Keith and Hinkle, Council decided to open up Govs. Ave. extended from the lands of Cecil A. Moore to Wyoming Avenue. Clerk was instructed to notify all concerned.

LAYING SIDEWALK

Clerk was instructed to send official notices to Mr. Thomas C. Frame, John H. Jones Heirs and Walker Heirs to lay concrete sidewalks in front of their properties on South Govs. Avenue.

FINANCE COMMITTEE

The following bills after being audited by the Finance Committee and found correct, Clerk was instructed to draw orders on the treasurer necessary for their payment.

ADJOURNMENT

Upon motion of Messrs. Clements and Burton, Council adjourned at 10:30 P.M., to meet the following Monday at the Town Office to go over the assessment list.
