REGULAR MEETING
April 2, 1928
The meeting was called to order at 7:30 P.M. by Acting President Clements with the following members present: Messrs. Burton, Clark, Hinkle, Frear, LeFevre, Downes and Keith.
MINUTES
Upon motion of Messrs. Burton & Clark the minutes of the last regular meting was dispensed with while the minutes of the last special meting was read by the clerk and approved.
ALDERMANS REPORT
The Aldermans report for the month of March and fines collected amounting to $21.50 with 10 arrests. Check for same being turned over to treasurer. Upon motion of Messrs. Burton & Keith this report was accepted and ordered filed.

The ten cars of slag ordered some time back has been applied and the scraper has been put to work steadily together with the steam roller, and we have gotten a good deal of work done, although there is lots more to do, and I advise that the scraper be kept continuously at work for the next month.
The tax assessment having been completed, would like to have this gone over as soon as possible by the Council and accepted, so that the work of getting up duplicates may start.
Nothing new to report on the new turbine ordered, except that all plans are in, and the month should see the foundation under way.

Upon motion of Messrs. Keith & LeFevre 100 copies of map of water mains of the Town of Dover was ordered.
TREE COMMITTEE
A letter requesting that Council have the trees of town inspected for diseases was read and upon motion of Messrs. LeFevre and Burton this matter was turned over to the chairman of the tree committee with the power to act.
COMPLAINT
Mr. James Minner, who lives on Divn. St. west of the R.R. appeared before Council and complained of the unsanitary condition of Mr. Enoch Heite’s slaughter house explaining to council that waste material was not disposed of in the proper manner. This matter was turned over to the Sect. of The Board of Health for investigation and with the power to act.
BOARD OF HEALTH REPORT
The following report of the secretary of the Board of Health after being read by the Clerk was accepted by Council upon motion of Messrs. Keith & Frear ordered placed in the minutes and filed.

To the President and Members of City Council:
Gentlemen:
For the past six months there have been but few cases of infectious diseases, the usual number of measles and some few mumps cases have been reported to the local Board of Health. A week ago yesterday, a case of Diphtheria was reported by one of the local physicians at the home of the Ridgeway’s corner of R.R. Ave. & Fulton St. where one of the boys had been sick for several days before it was pronounced Diphtheria. The house was quarantined and will be until this time next Monday. By the quarantine the local board is made responsible for furnishing food for the family of ten which has been done and on as economical a bases as possible.
Some few complaints as to the sanitary conditions have been made to the board and investigated and remedies ordered.
There have been complaints to the board over a matter which it hardly has control that of the stagnant water on either side of the tar ditch sewer especially from Govs. Ave. end to the water street end. Council possibly is as familiar with this condition as the Board of Health and feels that Council should know of the complaints as well as the board of health.
A complaint has been received within the last two weeks of a slaughter house over the Railroad which is in the City limits, where cattle and other animals have been slaughtered, the complaint being that the refuse from the slaughtering has been thrown in the ditch along side of the house there not being sufficient water to carry it off. That which is not carried off by the dogs is allowed to remain and naturally is a nuisance and will be a greater nuisance as the spring and summer months come on.
Under the ordinances of the town it makes it unlawful under one section to allow slaughter houses to be erected in the corporate limits of the town while in another section it states that slaughter houses erected shall be equipped with oak floors laid in morter or paved brick floors and that all refuse etc. shall be emptied at some point outside of the city limits etc.
As the above referred too slaughter house has been where it is for many years it has been a question with the Board of Health whether they should order its removal or make the owner of the same comply with the second provision of having oak floors or brick paved floors. The feeling of the board is that because of the close proximity of this slaughter house to dwellings in that locality and as it is on the concrete road that the house ought to be moved.
The secretary of the board has delayed sending notice to the owner of the slaughter house until this matter should be brought to the attention of Council.
Analysis of the town water within the past six months has shown it to be in safe condition for all use.
As we said in out last report the adequate sewer system recently finished by the city is most gratifying and will in a great measure aid in the sanitary condition of the city.

ELECTION OF BOARD OF HEALTH
Upon motion of Messrs. LeFevre and Burton the present Board of Health was re-elected for the ensuing year.
SALARY OF SECT’Y OF BOARD OF HEALTH
Upon motion of Messrs. Kieth & LeFevre the salary of the sect’y of the Board of Health was raised from $35.00 per year to $100.00 per year and the appropriation of $15.00 was made for the coming year. The clerk was ordered to pay the salary of the sect’y for the past six months $17.50.
SUPERINTENDENT FOR YEAR 1926
Upon motion of Messrs. LeFevre and Downes Council elected Mr. L. D. Shank as Superintendent for the coming year with a raise in salary from $316.66 to $340.00 per month.
EXTENSION OF WATER MAINS
Upon motion of Messrs. Downes and LeFevre to extend the water main on Reed St. from Kirkwood St. to R.R. Ave. with a fire plug at the end.
Upon motion of Messrs. Burton & Hinkle the water main extensions on State St. Rodney Road be turned over to light and water committee with power to act. Also upon motion of Messrs. Downes and Burton the extension of the electric lines west and south of Dover be turned over to light & water committee with power to act.
SETTLEMENT OF COWGILL CASE
The following of Messrs. LeFevre and Frear council agreed to settle the Cowgill case for the amount of $200.00 and instructed the Clerk to get all releases properly executed.
SWEARING OFFICERS OF ROBBINS HOSE CO.
The following members of the Robbins Hose Co. appeared before council and were sworn as officers of said Co. after election papers had been examined by Council, for Chief, Harry K. Hancock, for 1st Asst. John W. Argo, for 2nd Asst. Earl U. Hayes.
NOTICE TO DOVER OPERA HOUSE
The Clerk was instructed to write a letter to the manager of The Dover Opra House requesting that he have the motors in the organ fixed so that they would not annoy the residents of the town while using radios. Any request him to have same fixed within 30 days.
TAX DUPLICATE
Upon motion of Messrs. LeFevre and Keith the council agreed to meet in the town office the following evening at 7:30 P.M. and go over the assessment list same having been turned in by the assessor.
FINAL SEWER BILL
Upon motion of Messrs. Burton & Downes Clerk was instructed to draw order for the final payment to Geo. & Lynch for laying new sewer lines.
NEW FIRE HYDRANTS
Upon motion of Messrs. Burton & Clark Supt. Shank was instructed to put in 4 new fire hydrants with steamer connections. One in front of Post Office one at Loockerman & Bradford St. one at Loockerman & Govs. Ave. and one at Govs. Ave. And Water St.
FINANCE COMMITTEE
The following bills after being audited by the finance committee and found correct, Clerk was instructed to draw orders on the treasurer necessary for their payment.
