REGULAR MEETING

March 5, 1928

The meeting was called to order at 7:30 P.M. by President Woodford with the following members present: Messrs. Burton, Clements, Clark, Keith, Frear, LeFevre, Hinkle and Downes.

MINUTES

The minutes of the last regular and special meetings was read by the Clerk and upon motion of Messrs. Keith and Burton was accepted as read.

ALDERMANS REPORT

The Aldermans report for the month of February and fines collected amounting to $22.50 with three arrests. Check for same being turned over to the Treasurer. Upon motion of Messrs. Keith and Burton this report was accepted and ordered filed.

SUPT’S REPORT

The Supt’s Report for the month of February as follows:

Under authority of Town Council of last month, the Erie Ball engine set has been sold for the sum of $1,200.00 on her foundation and is to be moved at no expense or risk of the town. The air compressor was moved last week to the site of the old Engine base, and all work has about been done, that can be, until the present engine set is moved, which was sold with the understanding that it could not be dismantled until April 15, 1928.

The ten cars slag ordered last month, have all been delivered but two, with one on the siding. This should be scraped and rolled, but the weather has not been such that this could be done considerable street work needs to be done as soon as weather permits, the scraper should go every day.

According to instructions, bids were asked for, for the equipping of the Ahrens-Fox fire truck with pneumatic tires. So far we have only received one price which is herewith submitted. I do not believe it necessary to have the spare tire at this time, but it does seem of vital importance to the life of this truck, that Pneumatic tire be put on it as soon as possible. This machine could then be used and save the small truck from making every trip as it does now.

The opening and reading of the bid for goodyear pneumatic tire equipment for the ahrens fox fire engine #3 was accepted and after discussion Council instructed Supt. Shank to order same at the price of $666.75 complete for five tires tubes changing wheels and one extra rim and tire & tube. This decision was made upon motion of Messrs. Keith and Hinkle the Supt’s report was accepted ordered filed and placed in the minutes.

Committee

Dr Harry McDaniel appeared before Council to ask if there was any thing that could be done in order to stop the noise on the radio’s that were in the same block as the Dover Opra House which was caused by the electric motors operating in the Opra House. Supt. Shank advised Council that this could be prevented for appro. cost of $30.00 to the Opra House. Council instructed Mr. Shank to see Mgr. of Opra House and see if some arrangement could not be made for him to take care of this disturbance.

Mr. Geo. Milbourne and Mr. Conner who both own property on Govs. Ave. appeared before Council and stated that on sale day at Massey’s, the trucks would park up and down the street and at times would block traffic there entirely. It was also stated that they were very unclean in their language as well as actions and declared them a nuisance in general.

These gentlemen were assured that this matter would be taken care of in the future and that if same occurred again said persons would be arrested and fined.

Mr. G. Leslie Gooden appeared before Council and asked that our water mains be extended to Rodney roads there were going to be several houses built there within the coming year. Mr. Gooden was informed that we could not run the water there until after someone started to build but assured him that if the houses were put up there that the town would furnish them with water.

Upon motion of Messrs. Downes & Burton, the following report of the treasurer after being read by the clerk was accepted ordered placed in the minutes and filed.

APPLICATION FOR GASOLINE TANKS

Letters from the Gulf refining company making application for the installation of gasoline tanks on Loockerman Street in front of Housten store one on New Street at the corner of new and divn. street and one on divn. street at the corner of new and divn. streets. Council advised clerk to notify said company that they could install these tanks but that they must comply with the ordinance in all respects. This action was taken upon motion of Messrs. Keith and Clements.

FIRE COMPANY ELECTION

A letter from the Robbins Hose Co. stating that they would hold an election of officers as Fire Chief and two asst’s. asking Council to grant this permission and to name the date said election could be held. The Clerk was instructed to draw up a notice and place same on the bulletin board at the Hose House that this election was in order and that same could be held on Monday Mar. 19th 1928 between the hours of 7 & 9 P.M. also to authorize members J. Leo. Scanlon, Thomas Baker and O. C. Hayes to hold this election.

LETTER OF COMPLAINT

A letter of complaint against our Police Dept. was read by the Clerk which was received from Dover Century Club, Executive Board. This letter was accepted by Council and ordered filed.

SOLICITORS REPORT

The Solicitors Report for the year of 1928 was read by the Clerk and upon motion of Messrs. LeFevre and Clements this report was accepted and ordered field.

MR. CUMMINS SALARY

Upon motion of Messrs. Downes and Clements the salary of Street Supt. Wilson Cummins was raised $1.00 per week. This increase was made in order that Mr. Cummins take care of the ladies rest room which is extra work for him.

ELECTION OF SOLICITOR

Upon motion of Messrs. Downes and Keith Mr. James M. Satterfield was elected Solicitor for the year of 1928 with the salary of $200.00 per year.

ELECTION OF POLICE FORCE

Upon motion of Messrs. Keith and LeFevre the election of the Police Force for the coming year was postponed until a Special Meeting to be held in the town office Monday March 12th 1928 at 7:30 P.M. The Clerk was instructed to notify all police on the force to be present at this meeting.

ADJOURNMENT
