REGULAR MEETING

February ?, 1928

The Town Council met in regular session with the following hold-over members present: Messrs. Downes, Clements, Frear and Hinkle.

Organization

Mr. Clements acting as temporary chairman called for the certificate of the election held on the 9th day of January A.D. 1928. The same was read as follows:

STATE OF DELAWARE )

            Town of Dover, ss.)

At an election held in the Levy Court Room in the Town of Dover, on Monday the 9th day of January, A.D. one thousand nine hundred and 28 being the Second Monday of the said month, for the purpose of electing a President of Council, four Members of Council, and as Assessor, for the said Town of Dover, in the manner prescribed by the Charter of the said Town, the following named persons were elected, viz:

J. Wallace Woodford                          President of Council;

John P. LeFevre                                  Member of Council for the First District;

Thomas V. Keith                                Member of Council for the Second District;

Jesse S. Burton                                   Member of Council for the Third District;

Thomas F. Clark                                 Member of Council for the Fourth District;

and James B. Keith Assessor for the Town;

The said persons having each received the greatest number of votes for the respective offices.

In witness whereof we, the undersigned, Edwin F. Wood Alderman of said Town, of Dover, Delaware, and two members of the Town Council of said Town of Dover, Delaware appointed to hold said election, have each hereunto set our hands this 9th day of January A.D. 1928.

Upon motion of Messrs.. Downes and Frear, certificates of elected were excepted and ordered spread upon the minutes.

OATH OF OFFICE

The newly elected members as above stated, all being present were sworn in by acting President Clements for the ensuing year.

ROLL CALL

The following members answered to roll call: President Woodford; Messrs. Frear, Clements, Downes, LeFevre, Burton, Keith, Hinkle, and Clark.

ELECTION OF CLERK

Upon motion of Messrs. Keith and Clark, J. Osborne Willis was nominated and elected as Clerk of the Council for the ensuing year.

TREASURER ELECTED AND SALARY FIXED

Upon motion of Messrs. Keith and LeFevre, the Treasurer Mr. W. S. Haman was nominated and elected for the ensuing year.

Upon motion of Messrs. Downes and LeFevre, the Treasurer’s salary was fixed at $300.00 per year.

ELECTION OF ALDERMAN

Councilmen acting on motion of Messrs. LeFevre and Hinkle, unanimously elected as alderman Edwin F. Wood for the ensuing year.

STANDING COMMITTEES FOR YEAR 1928

The committees were appointed by the Mayor as follows:

Finance: Burton, LeFevre and Downes

Accounts: Downes, Burton and LeFevre

Ordinance: Clark, Keith and Hinkle

Streets: Clements, Clark and Hinkle

Fire & Police: Keith, Clements and Frear

Sewers: Frear, Burton and Clements

Light & Water: (elected) LeFevre, Downes and Clark

Tree Committee: Hinkle, Keith and Frear

Leave of Absence

Upon motion of Messrs. Keith & Clements, Council unanimously decide to grant Mr. T. F. Cook leave of absence for one year with his regular salary, account of sickness.

ASSESSOR SWORN IN

Mr. James B. Keith sworn in by President Woodford as assessor for the ensuing year.

DANGERS TO MR. THOMAS EMORY

Upon motion of Messrs. Clements & Frear, Mr. Thomas Emory was granted $200.00 damages to his property while crossing with the new sewer system.

LETTER OF RESIGNATION

Upon motion of Messrs. Clements & Keith, resignation of Mr. C. C. Short from the Robbins Hose Company was accepted to take effect March 3rd, 1928.

SOLICITOR SALARY

Upon motion of Messrs. Downes & Clements, the amount of $200.00 was ordered pay solicitor James M. Satterfield for the year of 1927, also the amount of $200.00 was decided upon for the coming year for his services.

REST ROOM

Upon motion of Messrs. Downes & Hinkle Council decided to pay Capitol Grange $20.00 per month rent for the rest room for the year of 1928.

RENT FOR COUNCIL CHAMBER

Upon motion of Messrs. Keith and Clements, Clerk was ordered to draw order on Treasurer for $300.00, for rent of Council Chamber.

ALDERMAN'S REPORT

The Alderman's Report for the month of January showed eight arrests and fines collected amounting to $53.50. Check for same being turned over to Treasurer. This report after being read by the Clerk was accepted on motion of Messrs. Downes and Clark.

SUPT’S. REPORT

Upon motion of Messrs. Keith & Clements, the following report of the Supt. was accepted for the month of January, ordered placed in the minutes and filed.

The old engine set authorized disposed of last meeting was sold for junk, and is cleaned up. The total realized from this set, was $1,750.00 net.

We are securing prices upon a turbine, but do not expect to have these so that we can determine the total installation costs before the middle of the month.

We certainly must purchase some street repairing material, such as slag and ground slag.

Sup’t Shank was ordered by Council to place an order for ten cars of ground slag to be used on the streets of the Town.
