Meeting was called to order at 7:45 P.M. with the following members present, President Woodford, Messrs. Clements, Clark, Hinkle, Downes, Frear and Keith.

Upon motion of Messrs. Clements & Clark reading of the minutes of the last regular meeting was dispensed with.
ALDERMAN’S REPORT
The Alderman’s report for the month of October and fines collected amounting to $364.50 with 42 arrests. Check for same being turned over to the Treasurer. This report was accepted on motion of Messrs. Clements and Hinkle and ordered filed and placed in the minutes.
SUPT’S REPORT

PETITION
A petition was presented to Council to extend an electric light line to 10 additional farms west of Dover. Council decided that they would not take on any more electric extensions until something was done at the plant in order to take care of this additional load.

Upon motion of Messrs. Clements and Hinkle, the following report of the Treasurer after being read by the Clerk was accepted by the Council ordered placed in the minutes and filed.

COMMITTEE
Mr. G. L. Gooden and Mr. J. Ehrilich appeared before Council asking that Council buy necessary ground and extend Pa. Ave. North to Madison Street. Council advised them they could not meet this request at this time. Mr. Hancock, Chief Fireman appeared before Council asking that they purchase 500 ft. of new fire hose also requesting that something be done in order to have owners repair the old building on the South West corner of Division and Kirkwood St. belonging to Mrs. Annie Lyons. Upon motion of Messrs. Downes and Keith, Mr. Shank was requested to get prices on new fire hose and submit same at future meeting also to instruct solicitor Satterfield to look up and see if the proper ordinance was enforced to have property owners repair buildings which were considered fire traps. If same was not enforced to see if the ruling or ordinance could be made under the present charters to enforce this act.
NEW ORDINANCE
Upon motion of Messrs. Keith and Clements the following new ordinance was accepted ordered filed and placed in the minutes, also upon motion of Messrs. Downes and Keith the following ordinance amendments were accepted and filed and placed in the minutes.
AN ORDINANCE REGULATING THE PARKING OF TRUCKS
BE IT ORDAINED by the Town Council of the Town of Dover in regular session met, this seventh day of November, A.D. 1927.
Section 1. That from and after the passage of this Ordinance it shall be unlawful to park any truck of the gross tonnage of more than one ton, on the streets, squares or alleys of The Town of Dover for a longer period than two hours continuously.
Any person violating this Ordinance shall be deemed guilty of a nuisance, and upon conviction before the Alderman shall be fined in a sum not exceeding ($25) for the first offense, and not exceeding ($50) for the second and subsequent offenses, and in default of the payment of said fine, shall be committed by the Alderman to the Kent County Jail for a period not exceeding thirty days.
AN ORDINANCE AMENDING CHAPTER 4 OF THE TOWN ORDINANCE ENTITLED “OF THE GENERAL POLICE.”
BE IT ORDAINED by the Town Council of The Town of Dover in regular session met, this seventh day of November, A.D. 1927.
Section 1. That Section 2 of Chapter 4 of the Town Ordinance entitled “OF THE GENERAL POLICE” be amended by striking out all after the word “Alderman” where it occurs in the twelfth line of said section, and inserting in lieu thereof the following:
“Shall be fined not exceeding Fifty Dollars ($50.) or imprisoned for a term not exceeding thirty days, or both fined and imprisoned, at the discretion of the Alderman.”
Section 2. That Section 3 of said Chapter 4 be amended by striking out all of said section after the word “Alderman” where it occurs in the twelfth line of said Section 3, and inserting in lieu thereof the following :
“shall be fined not exceeding Fifty Dollars ($50.) or imprisoned for a term not exceeding thirty days, or both fined and imprisoned, at the discretion of the Alderman.”
Section 3. That Section 6 of said Chapter 4 be amended by striking out the words “of not less than one nor more than Ten Dollars, to be collected as fines of like amount are collected or be imprisoned for a period not exceeding thirty days, at the discretion of the Alderman” where they occur in lines seven, eight, nine and ten of said Section 6, and by inserting in lieu thereof the following:
“of not exceeding Fifty Dollars ($50.) or imprisoned for a term not exceeding thirty days, or both fined and imprisoned, at the discretion of the Alderman.”
Section 4. That Section 21 of said Chapter 4 be amended by striking out all of the first paragraph of Section 21 after the word “Alderman” where it occurs in line five of said Section 21, and inserting in lieu thereof the following:
“shall be fined not exceeding Fifty Dollars ($50.) or imprisoned for a term not exceeding thirty days, or both fined and imprisoned, at the discretion of the Alderman.”
And by striking out all of the second paragraph of Section 21, after the word “Alderman” where it occurs in the third line of said paragraph, and inserting in lieu thereof the following:
“shall be fined not exceeding Fifty Dollars ($50.) or imprisoned for a term not exceeding thirty days, or both fined and imprisoned, at the discretion of the Alderman.”
REGARDING TRANSFORMER BELONGING TO MRS. ALWINE
Upon motion of Messrs. Downes and Clark, Council ordered Clerk draw order upon Treasurer for thirty-Dollars for purchase of used transformer from Mrs. Eliza Alwine.
NO PARKING SIGN
Upon motion of Messrs. Downes and Clements, Council allowed Mr. Ernest V. Keith to place a “No Parking” sign in front of his office in order that he might have the space for his car available at all times, on account of his condition.
TREE COMMITTEE
Upon motion of Messrs. Downes and Frear, Mr. Hinkle was instructed to have Hickory tree on corner of Mary and Bradford St. in front of h. b. Finnimore removed.
ORDINANCE RESCINDED
Upon motion of Messrs. Clements & Downes, Council voted that they rescind the amendment titled an act to reincorporate the Town of Dover being Chapter 746 of Vol. 19 of the Laws of Del. as amended. To rescind the paragraph at the end of Section 34 as follows:
Upon any of the streets or a portion of any of the streets of the Town of Dover the Town Council of the Town of Dover shall have authority to cause the curbs to be constructed of stone or concrete, and the cost of the construction of such curbs shall be borne in the following manner to wit: One-half of the expense to be paid by the property owners along the street or portion of the street so curbed, and the remaining one-half part to be paid by the Town of Dover; provided, however, that where concrete or stone curbs now exist and conform to the ordinances of the Town of Dover now enacted, or owner therefor, not exceeding one-half the cost thereof. The cost of the constructing of such curbing shall be assessed in the same manner as is provided for the assessment of the cost of paving, macadamizing or shelling of streets under and by virtue of Section 33 of said Chapter 746 of Vol. 10, Laws of Del, and the assessments so made shall be a lien upon the property and shall be collected as the costs of paving of sidewalks and curbing is now collected by the said Town Council under and by virtue of Section 10 of the said Chapter 746, Vol. 19, Laws of Del.

STREET MARKER
Upon motion of Messrs. Clements and Downes, Supt. Shank was given authority to purchase a street marker.
