REGULAR MEETING
May 2, 1927
Meeting was called to order by President Woodford at 8:00 P.M. with the following members present: Messrs. Frear, Burton, Clements, Clark, Hinkle, LeFevre, and Downes.
Minutes
Upon motion of Messrs. Downes and Burton the reading of the minutes of the last regular meeting and special meetings was dispensed with.
New Clerk of Council and Deputy Town Tax Collector
Council acting on motion of Messrs. Clements and Clark, elected Jos. O. Willis as Clerk of the Council and Deputy Town Tax Collector to fill the vacancy created by Walter A. Green. Mr. Willis being present was sworn in by President Woodford.
Alderman’s Report
The Aldermans Report for the month of April and fines collected amounting to $66.50 with 15 arrests. Check for same being turned over to the Treas. This report was accepted on motion of Messrs. Clark and Downes.
Upon motion of Burton and Hinkle instructions to draw order on Treas. for refund of $6.00 to Richard Haass, Marydel, Md. for fine collected by Alderman Wood for wrong parking on Loockerman Street.

The following report of the Supt. after being read by the Clerk was accepted on motion of Messrs. Downes and Hinkle.

Chamber of Commerce Committee
A Committee from the Dover Chamber of Commerce appeared before Council offering their assistance and requesting a referendum vote on the location of the New State Highway from near Silver Lake to Coopers Corner.
Resolution
The following resolution was adopted by Council on motion of Messrs. Downes and Clements.
WHEREAS: It has come to the attention of the Council of the Town of Dover that the Delaware State Highway Commission is contemplating running a new route to take care of the traffic through Dover, and
WHEREAS, A difference of opinion seems to exist among the citizens of Dover as to the most desirable route from the standpoint of the best interest of the Town, and
WHEREAS: The State Highway Commission had made known its desire to determine the sentiment of the citizens of Dover as to which route is most desirable.
THEREFORE, BE IT RESOLVED by the Council of the Town of Dover that a Referendum be held on this question, all legal voters of the Town of Dover to be eligible to vote. The election to be held in the same place and in the same manner as other regular town elections. Notice of said election shall be given in the newspapers of the Town of Dover two weeks before the holding of such election. At said election the ballots used shall have printed thereon: Governor’s Ave. Route” and “East of State Street Route.”
Resolution was adopted by Council vote 6 to1. Date of Referendum being set for May 23rd, 1927.
Assistance for rebuilding home
Mr. Ravy, whose home was destroyed by fire, appeared before Council asking assistance for rebuilding same. After discussion Council decided no reimbursement could be made.
Request for Town Water
Mr. James Minner appeared before Council to ask that his home on West Division St. be furnished with Town Water. Council requested Mr. Shank give estimate on 4" water main out West Division Street to connect with Forrest St. main, and report same at next regular meeting.
Assessment Appeals
Council made seven adjustments on Assessment of Town Property, which was brought before the Board of Appeals Monday May 2nd.
Tax Rate
The Tax Rate of 80¢ per hundred, 10¢ per hundred of this amount to be retained for sinking fund, was decided upon by Council for the year of 1927.
Street & Sewers
Upon motion of Messrs. Burton and Clark Council ordered the paving of North Street from State Street to the Railroad, same being turned over to street committee with authority to act.
Upon motion of Messrs. LeFevre and Downes, Council decided that Sewer Committee have authority to employ engineer to make survey for new sewerage system.
Petitions for paving streets
Following petitions were presented to Council: To pave North Bradford between Division and Fulton, between Cecil and Mary, and between Mary and Clara. Mary Street between Bradford and State, and New Street between Reed and Division. Council agreed to defer action on same until proper material for this work could be decided upon.
Permit for Gas Station
Council was requested to issue a permit for gasoline service station on point near Booker T. Washington School at intersection of West Division and Forrest Streets, by Gulf Refining Company. Council was advised by Solicitor Satterfield to secure Mr. Dean signature on request before issuing permit. (Hand written note: Signature being obtained permit was given.)
Special Election
Upon motion of Messrs. Downes, and LeFevre, Council voted that affidavit of special election be accepted, approved, filed, and spread upon the minutes.

The following bills after being audited by the committee and found correct, the Clerk was instructed to draw orders on the Treasurer necessary for their payment.
