REGULAR MEETING
April 4, 1927
The meeting was called to order at by Acting President Clements at 8:00 P.M. with the following members present: Messrs. Downes, Kieth, Clark, and Hinkle.
Minutes
Upon motion of Messrs. Kieth and Downes the reading of the minutes of the last regular and special meetings was dispensed with.
Officers of Robbins Hose Co., Elected
The following officers having been elected for the year 1927 at the annual election of the Robbins Hose Company. Chief Harry R. Hancock, First Assistant George A. Weller, Second Assistant John W. Argo. The above named elected officers being present were sworn in by Acting President of Council, Mr. W. D. Clements.
Notice of Pavements
The Clerk was instructed to send formal notice to Manlove Hayes “Estate” and Josiah O. Wolcott, both of South Dover, and Mrs. R. C. Holmes on Elm Terrace. To have placed a sidewalk and a curb with in 30 days from the date of the notice.
New Nightwatchman
Council acting on motion of Messrs. Kieth and Clark elected Walter H. Peterson as Nightwatchman and Town Constable to fill the vacancy created by the relief of Arthur Dickerson. Mr. Peterson being present was sworn in by Acting President Clements.
Alderman’s Report
The Alderman’s Report for the month of March and fines collected amounting to $11.50, check for same being turned over to Treasurer. This report was accepted on motion of Messrs. Hinkle and Downes.

Board of Health Report
The following report of the Secretary of the Dover Board of Health after being read by the Clerk was accepted by Council upon motion of Messrs. Kieth & Hinkle.
TO THE PRESIDENT AND MEMBERS OF DOVER COUNCIL:
Gentlemen:
I herewith submit a brief report for the six months from October 4, 1926 to April 4, 1927, concerning the health conditions and matters in general coming under the jurisdiction of the local board of matters in general coming under the jurisdiction of the local board of health?
There has been the usual epidemic of the minor diseases so common during the winter months, including measles and one or two duration and no Fever. The measles in most cases, were of the day or two duration and no serious results were reported from them.
Some few complaints have been received during the six months, one or two of which necessitated immediate action. One of the complaints reported of which necessitated immediate action. One of the complaints reported in January, was that of a dead horse kept for several days in a stable at the home of a negro named Vinson, over the railroad. The case was investigated and the facts secured, warranted an arrest being made. Vinson plead guilty to the charge and was given a fine of $10.00 and costs by Alderman Wood which was paid.
Another complaint was made last week of a colored woman, living in a mere shack of a house, which was in most deplorable condition as to health conditions. With the assistance of Miss Cooper, on the of State Board of Health nurses, a permit was secured to have the woman removed to the County Almshouse, which was done, after some difficulty and protests on the part of the woman. She died two days after being taken to the County House.
While the Board of Health has power to order such places where the woman was kept, cleaned out and made sanitary, it has no power to destroy such buildings, but if there ever was a case where a building should be destroyed, and that by fire, to completely burn up all the germs in the house, this is one of such cases, and the Board of Health would recommend to Council that they take whatever action they may see fit to rid that part of Dover of this menace to the health of the decent and self-respecting residents living there.

Upon motion of Messrs. Kieth and Hinkle Council voted to allow $17.50 the same being 6 months salary for the secretary of the Board of Health, and $15.00 expenses for 6 months.

Ordinance regulating Traffic on Loockerman St.
Council acting on motion of Messrs. Kieth and Clark unanimously adopted the following resolution:
AN ORDINANCE REGULATING TRAFFIC ON LOOCKERMAN STREET
BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF DOVER IN REGULAR SESSION MET THIS FOURTH DAY OF APRIL A.D. 1927.
Section 1. That from and after the passage of this Ordinance it shall be unlawful for any person to park a truck of the capacity of one ton or over on Loockerman Street in said Town of Dover.
Section 2. Any person violating the provisions of this Ordinance shall be deemed guilty of a nuisance, and upon conviction before the Alderman, be fined in the sum of Five Dollars ($5.00) for the first offense, and in default of the payment of such fine, shall be imprisoned for a term not exceeding ten days, and for each subsequent offense shall be fined in a sum not exceeding Twenty-five Dollars ($25) and in default of the payment of such fine, shall be imprisoned for a term not exceeding ten days.
Sewer Refund
Upon motion of Messrs. Kieth and Downes, Council voted to refund to Mrs. Mary M. Stout $27.00, the same being over and above the regular tapping fee, which she paid at the time of building her house on Elm Terrace.
Cowgill Accident
Council acting on motion of Messrs. Kieth and Hinkle voted unanimously not to admit any of the liability in the accident between John Cowgill and the “Light & Water Department” truck.
Finance Committee
The following bills after being audited by the committee and found correct the Clerk was instructed to draw orders on the Treasury necessary for their payment.
