REGULAR MEETING

March 7, 1927

The meeting was called to order at 7:30 P.M. by President Woodford, with the following members present: Messrs. Downes, LeFevre, Clements, Keith, Burton, Frear, Hinkle, and Clark.

Reading of the Minutes

The reading of the minutes of the last regular and adjourned meeting were read by the Clerk, there being no corrections same were approved as read.

 

Under ground service, State House Annex

Mr. Magee came before Council on behalf of the State House Annex Commission and requested the Town Council pay as much as possible on the bill for the installation of same. Council acting on motion of Messrs. Keith and Hinkle voted to pay one-third of the bill which amounted to $202.69.

Request for opening street

The request of James Minner to have Fulton Street opened at the intersection of Saulsbury Street where he is now building a new home. On motion of Messrs. Burton and LeFevre the street committee was authorized to open said street.

Alderman's Report

The Alderman's Report for the month of February showed four arrests and fines collected amounting to $10.00. Check for same being turned over to Treas. The above report after being read by the Clerk was accepted by Council on motion of Messrs. Frear & Clements.

Supt’s. Report

Upon motion of Messrs. Clements & Clark the following report of the Supt. after being read by the Clerk was accepted ordered in the minutes and filed.

Sewer & Water on Mary Street

The Supt. was authorized by the Town Council acting on motion of Messrs. LeFevre & Downes to install at once sewer and water on Mary from New approximately 100' East on Mary Street.

Robbins Hose Company Annual Election

The following members of the Robbins Hose Company were appointed by Mayor Woodford as judges to hold the Annual Election of that body on March 21, 1927.

Solicitor’s Report

The following report of James M. Satterfield, Solicitor to the Town of Dover, for the year ending March 7, 1927. After being read by the Clerk was accepted by Council on motion of Messrs. Keith and Downes.

To the President and Members of the Town Council of the Town of Dover.

Gentlemen:

In conformity with the provision of the Charter and Ordinance of The Town of Dover, my report as Solicitor for said Town for the year ending March 7, 1927, is submitted:

There have been various consultations with me by the President of the Council and various members thereof, as well as the members of the several Committees from time to time, as occasion required, and legal advice and opinions have been rendered. The Alderman has also called on me at intervals for advice as to questions of law and procedure relative to the Town affairs, and the necessary advice has been rendered him. Bonds of the Town officials, oath of Assessor, Ordinances, amendments, resolutions, contracts and other papers have been prepared as occasion demanded.

Pursuant to the instruction of the President and Council I have prepared and had introduced at the present Session of the General Assembly of the State of Delaware, a Bill providing for a bond issue of Two Hundred Thousand Dollars ($200,00) for the purpose of improving and extending the streets and sewers of the Town. To this Bill there is attached a referendum provision.

Another Bill has been prepared and introduced amending the Town Charter with respect to the collection of taxes.

The two suits brought by Margaret Taylor against the Town of Dover, one in New Castle County and one in Kent County, to which I referred in my 1926 Report, are still pending. These two suits, according to my understanding, have reference to one claim based on personal injuries which the plaintiff alleged were sustained by her through the negligence of the Town in failing to clean the ice and snow from the sidewalk. No Declaration has been filed by the plaintiff’s attorneys in either of these cases. These are the only two suits now pending against the Town.

The claim of John Cowgill for damages to his automobile which he alleges were sustained by reason of the negligence of George Collins, an employee of the Town, in a collision on Loockerman Street, is being investigated. The claimant is demanding One Hundred Dollars from the Town and states that the Company in which the car was insured is to pay the balance of the damages, amounting to about One Hundred and Eight-five Dollars.

The necessary resolution and contract with reference to furnishing current for light, heat and power to the Town of Little Creek are in the process of preparation.

Election of City Solicitor

On motion of Messrs. Downes & Burton, Mr. James M. Satterfield, was unanimously elected City Solicitor for the year 1927 ending March 1, 1928. Mr. Satterfield’s salary for the year being fixed $200.00.

Election of Town Constables

Mr. E. I. Lane was elected for the office of Chief of Police, upon motion of LeFevre & Downes. There being no other nominees Mr. Lane was unanimously elected at a salary of $28.00 a week. Mr. Dickerson was nominated by Messrs. LeFevre and Downes for the position of night patrolman. There being no other nominees, Mr. Dickerson was unanimously elected at a salary of $25.00 per week.

Street Supervisor

Upon motion of Messrs. Keith and Hinkle Wilson Cummins was unanimously elected supervisor of streets at a salary of $32.00 per week. Messrs. Cummins, Killen, and Garrison were elected as Special Officers at the same salary. Mr. Garrison at $28.00 per week and Mr. Killen at $16.00 per week. Mr. Scott Forbes and Mr. James B. Godwin were elected as special officers without pay, to serve for the year of 1927.

The following bills after being audited by the committee on accounts were found correct, and Clerk was instructed to draw orders on the treasury necessary for their payment.

Oath of Constables

The hereinbefore mentioned constables of the Town of Dover were sworn in by President Woodford.

Supt’s Increase in salary

Council acting on motion of Messrs. Burton and LeFevre voted to increase the salary of the Supt. $300.00 per year, beginning March 1, 1927.

Upon motion of Messrs. Downes and Frear Council adjourned at 9:55 P.M.
