REGULAR MEETING
February 14, 1927
The meeting was called to order by President Woodford, with the following members present: Messrs. LeFevre, Downes, Clements, Burton, Frear, and Clark.
William H. Hurley Sr., requests opening of street
Mr. Hurley again appeared before Council to request that Council open New Street south from Bank Lane to Water Street. Mr. Hurley’s previous appearances before Council had agreed to donate that portion of land required for the street and addition to give Council $100.00 toward the purchase of the land from Henry J. Marshall but, at this meeting refused to give the $100.00 as had been previously promised. After some discussion Council agreed not to vary from the original plan.
Oath of Office of Mayor
Mayor Woodford was sworn in as “Mayor of the Town of Dover” and President of the Town Council for the year of 1927 by Mr. Clements Chairman of the Street Committee.
Supervision of Streets and Sewers placed under Supt. Shank
The action of Mayor Woodford in placing the supervision of streets and sewer under Mr. L.D. Shank, Supt., was sustained by Council on motion of Messrs. Downes and Frear.
Supplying Little Creek with electric lights
Council acting on motion of Messrs. LeFevre and Downes authorized the Town Council of the Town of Dover to enter into a franchise with the Town of Little Creek for a period of twenty-five (25) giving the Town of Dover the right to run, install, and operating electric light and power line, install meters, and do all things necessary to the efficient operation of said lines within the limits of the Town of Little Creek for the above mentioned period of years.
Bond Issue $200,000
Council acting on motion of Messrs. LeFevre & Downes, instructed Mayor Woodford to have City Solicitor draw up a bill providing for a bond issue of $200,000 for Streets and Sewers said bonds to carry an interest rate of 4½%, subject to a referendum vote of the people. Said referendum to be on a bases of one vote for each $100.00 worth assessed.
Increase of salary of Supt.
The question of an increase of salary for Mr. L. D. Shank, Supt. was left with the Finance Committee report to Council.
