REGULAR MEETING
February 7, 1927
The Town Council met in regular session with the following hold-over members present: Messrs. LeFevre, Keith, Burton, and Clark.
Organization
Mr. Clements acting as temporary chairman called for the certificate of the election held on the 10th day of January A.D. 1927, the same was read as follows:

Town of Dover, ss.)
At an election held in the Levy Court Room in the Town of Dover, on Monday, the 10th day of January, A.D. one thousand nine hundred and twenty-seven being the Second Monday of the said month, for the purpose of electing a President of Council, four Members of Council, and as Assessor, for the said Town of Dover, in the manner prescribed by the Charter of the said Town, the following named persons were elected, viz:
J. Wallace Woodford President of Council
James A. Downes Member of Council for the First District;
W. Denny Clements Member of Council for the Second District;
Grover C. Frear Member of Council for the Third District;
Willard M. Hinkle Member of Council for the Fourth District;
And James B. Keith Assessor for the Town;
The said persons having each received the greatest number of votes for the respective offices.
In witness whereof we, the undersigned, Edwin F. Wood Alderman of said Town, Jesse S. Burton and John P. LeFevre Members of the Town Council of said Town of Dover, Delaware, appointed to hold said election, have each hereunto set our hands this tenth day of January A.D. 1927.

Upon motion of Messrs. Keith and Clark certificates of election were excepted and ordered spread upon the minutes.
Oath of Office
The newly elected members as above stated all being present with the exception of President Woodford were sworn in by Acting President Clements for the ensuing year.
Roll Call
The following members answered the roll call: Messrs. Frear, Clements, Downes, LeFevre, Burton, Keith, Hinkle, and Clark.
Election of Clerk
Upon motion of Messrs. Burton and Clark, Walter A. Green was nominated and elected as Clerk for the ensuing year.
Treas. Elected and Salary fixed
Upon motion of Messrs. Keith and Burton the Treas. salary was fixed at $300.00 a year.
Upon motion of Messrs. Keith and Frear Mr. W. S. Haman was nominated and elected Treas. for the ensuing year.
Election of Alderman
Councilman acting on motion of Messrs. Keith and Clark unanimously elected Edwin F. Wood for the ensuing year.
Election of Light & Water Committee
Upon motion of Messrs. Keith and Burton, Messrs. Downes, LeFevre and Clark were nominated to serve on the Light and Water Committee for the year of 1927. The committee immediately retired and elected Col. LeFevre as Chairman.
Grading road in front of E. L. Jones Foundry
The request of E. L. Jones to have the Town grade the street in front of his iron foundry so that the water would not lay there. The chairman of the Street Committee was instructed to look the situation over and make the necessary grade.
Request for paving on West Street
The request of Mr. E. C. Scott and Mr. A. M. Snyder that the Town pave West Street from William to Mary. Council acting on motion of Messrs. Keith and LeFevre left this matter with the Street Committee for investigation and power to act.
New Constables
Council on motion of Messrs. Keith and Frear appointed William P. Yetter and Stephen Shockley special officers without pay for the year 1927, they being present were sworn in by acting-president Clements.
Tree Committee
The annual meeting of the Dover Tree League was held Feb. 4th, and the following members were elected: Mrs. Alden Richardson, Mrs. R. L. Holliday, and Mrs. James H. Hughes, President.
The above was acknowledged on motion of Messrs. Keith and Downes.
Sewer Committee
On motion of Messrs. Keith and Hinkle the Sewer Committee was authorized to take up the matter of a new sewer extension on New Street from Mary extending North to the home of John E. Abbott.
Request for Carnival
A committee from the Hose Company Mr. Pettyjohn, Mr. Humphrey, Mr. Jaminson, appeared before Council with the request that they be granted permit to hold a carnival beginning the week of April 25, or May 2. Council acting on motion of Messrs. Downes and Keith granted the request and agreed to give them lot, license, and light free.
Committee on Legislature
By motion of Messrs. Keith and Frear, Mayor Woodford, and Supt. Shank were elected a committee to meet with the City Solicitor and if possible secure the proper legislation to collect taxes.
Alderman's Report
The Alderman's Report for the month of January showed six arrests and fines collected amounting to $31.00. Check for same being turned over to Treas.
Supt’s. Report
The following report of the Supt. after being read by the Clerk was accepted by Council on motion of Messrs. Downes and Hinkle.

Adjournment
