Members present: W.D. Clements Acting President, Messrs. J. A. Downes, Thomas V. Keith, Jesse S. Burton, Thomas Clark, and Willard M. Hinkle. The meeting was called to order by the President at 7:40 P. M.
Reading of Minutes
The minutes after being read by the Clerk were approved by Council on motion of Messrs. Burton & Clark.

Change of Gasoline Tank
Council acting upon motion of Messrs. Keith & Burton granted permission to W. P. Abbott the right to change gasoline tank from the Texas Company to the Sinclair Co. providing ordinance covering such installations were complied with.
Complaints of Robbins Hose Company
Capt. Robert D. Simmons came before Council with the request that the parking of automobiles on Gov. Ave. be regulated. Capt. Simmons was assured by Mr. Clements, that as soon as the marker was available the streets would be properly marked for parking of said cars.
The question of changing from Crew Levick to Atlantic Gasoline was left with the Fire & Police Committee.
Fakers & Others Selling on Streets Prohibited
On complaint of W. T. Massey about persons selling various articles on the streets of Dover which intersect Loockerman Streets be prohibited. This action was taken by Council acting on motion of Messrs. Keith & Hinkle.
Opening of South New Street
After a lengthy discussion about the opening of south New Street across the land of Henry Marshall it was decided by Council before any definite action was taken to hold same over until Council met again in November.
Fire & Police Committee
Council acting upon motion of Messrs. Keith & Downes instructed the Clerk to notify Mr. C. C. Short that his services as Custodian for the Robbins Hose Building would not be required after the 16th day of October. This action was taken after hearing from the committee representing the Hose Company composed of Messrs. Robert D. Simmons, John W. Argo, and Earl U. Hayes.
Council acting on motion of Keith & Hinkle authorized the Chairman of the Fire & Police Committee to buy three white rubber coats one each for the Chief and his assistants, also the purchase of one coat (over) for Officer Garrison.
Condemning of house on Division & Kirkwood
On recommendation of the President and the Fire Chief of the Robbins Hose Company the Clerk was instructed to communicate with the City Solicitor and A. B. Ruffin as to what action could be taken toward the rebuilding or the condemning of the property for which A. B. Ruffin is Agent.
Tree Committee
Council acting on motion of Downes & Hinkle granted Mrs. A. B. Richardson the privilege to remove the Poplar Trees on her lot at her own expense.
Council acting on motion of Messrs. Keith & Burton authorized the Clerk to notify Harry McDaniel Sr., to have removed the two trees in front of his property on South State Street known as the Duval Tea House, also to notify Mr. George E. Coffin to have removed the tree in front of his property on the Division Street side now occupied by Mr.. H. N. Helm.
American Legion Carnival
Council agreed to furnish the current free for the American Legion Carnival to be held in the new Kent General Hospital in November.
Salary Sec. Board of Health
The Clerk was instructed to draw a check in favor of Mr. H. C. Taylor, Secretary of the City Board of Health for $17.50 same being for 6 months salary.
Committee on Accounts
The following after being audited by the Committee instructed the Clerk to draw orders on the Treas. necessary for their payment.
