REGULAR MEETING

February 1, 1926

The Town Council met in regular session with the following hold-over members present: Messrs. Downes, Clements, Frear, & Hinkle.

Organization

Mr. Downes acting as temporary Chairman called for the certificates of election held on the 11th, day of February A.D. 1926.

Town of Dover, ss.)

An election held in the Levy Court Room in the Thousand Nine Hundred and Twenty Six being the Second Monday of the said month for the purpose of electing a President of Council, four Members of Council, and an Assessor, for the said Town of Dover, in the manner prescribed by the Charter of the said Town. The following named persons were elected, viz;

J. Wallace Woodford              President of Council

John P. LeFevre                      Member of Council for the First Dist.

Thomas V. Keith                              “ ” “ Second “

Jesse S. Burton                                 “ ” “ Third “

Thomas F. Cook                               “ ” “ Fourth “

and

James B. Keith                       for Assessor

The said persons each receiving the greatest number of votes for the respective offices.

In Witness Whereof we, the undersigned, EDWIN F. WOOD, Alderman of the said Town, GROVER C. FREAR and W. DENNEY CLEMENTS, Members of the Town Council of said Town of Dover, appointed to hold the said election, have each hereunto set our hands and seals this 11th, day of January A.D. 1926.

Upon motion of Messrs. Frear & Keith the certificates of election were accepted and ordered spread upon the minutes of Council.

Oath of Office

The above newly elected members all being present were sworn in for the ensewing year.

ROLL CALL

The following members answered roll call President Woodford, Messrs. Downes, LeFevre, Clements, Keith, Frear, Burton, Hinkle and Clark.

Election of Clerk

Upon motion of Messrs. Keith & Downes Walter A. Green was placed in nomination. There being no further nominations Mr. Green was unanimously elected.

Treasurer elected and salary fixed

Upon motion of Messrs. LeFevre & Burton the Treasurers salary was fixed at $300.00. Messrs. LeFevre & Burton nominated Mr. W. S. Haman, there being no more nominations Mr. Haman was elected by acclimation.

Election of Alderman

Council acting on motion of Messrs. LeFevre & Burton unanimously elected Mr. Edwin F. Wood, for the ensewing year.

Election of Light & Water Committee

Upon motion of Messrs. Keith & Frear, Messrs. Downes, LeFevre and Clark were nominated for the Light & Water Committee. There being no more nominations, they were unanimously elected. The committee retired and elected Col. LeFevre Chairman.

Standing Committees for 1926

The committees were appointed by the Mayor as follows:

Finance: Burton, LeFevre & Downes.

Accounts: Downes, Burton & LeFevre.

Ordinance: Clark, Keith & Hinkle.

Streets: Clements, Clark & Hinkle.

Fire & Police: Keith, Clements & Frear.

Sewers: Frear, Burton & Clements.

Light & Water (Elected): LeFevre, Downes & Clark.

Tree: Hinkle, Keith & Frear.

Complaint of Parking System

Council after hearing several complaints about the new parking from several merchants, voted on motion of Messrs. Clements & Keith to hold a special meeting Monday Feb. 8th, for discussion on the matter.

Oath of Assessor

Mr. James B. Keith the newly elected assessor for the year 1926 was present and sworn in by the President.

Aldermans Report

The Aldermans report for January showed 8 arrests and fines collected amounting to $23.40. Check for same being turned over to the Treasurer. This report was accepted on motion of Messrs. Keith & Clements.

Superintendents Report

The following report of the Superintendent after being read by the Clerk was accepted upon motion of Messrs. Frear & Keith ordered entered in the minutes and filed.

The following report of the Chief Engineer was received, read by the Clerk and upon motion of Messrs. Burton & Keith was ordered entered in the minutes and filed.

Sewer Committee

Council acting on motion of Messrs. Keith & Clements deferred action on the sewer question.

Petitions on Gasoline Tanks

Council deferred action on the petitions of A. J. Powell A. Bradigan and Geo. W. Brown for Gasoline tanks.

Geo. Milburn Sewer

The Council ruled that Geo. E. Milburn owned the sewer in Minor St. from Gov. Ave to his garage and tapping permits would not be issued by Council.

Tree Committee

Council acting on motion of Messrs. LeFevre & Burton granted R. A. Failing permission to remove trees on his lots at N. New & Mary St. as sanctioned by Mr. Hinkle. The Tree Committee were also granted the right to pass on the trees in front of the Butz property on North St. and The LeFevre property on S. State St.

Light & Water Committee  No report

New Ordinance and Charter Compiled

The Council acting on motion of Messrs. LeFevre and Downes. The City Solicitor be authorized and directed to have the Charter and Ordinance revised, indexed and brought up to date.

The following bills were audited and found correct and on motion of Messrs. Burton & Downes, the clerk was instructed to draw orders necessary for their payment.
