Minutes of Regular Meeting of the Town Council of The Town of Dover held on the 6th, day of July 1925 at 7:30 P. M.
Members present Mayor Woodford, Messrs. Burton, Clements, Clark, Keith, Hinkle and Downes.
Cost and Boots for Mr. Short
The purchase of a Coat and a pair of boots for Mr. Short the driver of the Fire truck was left with the Fire and Police Committee with power to act.

Ordinance Regulating the use and the Sale of Torpedoes
The following Ordinance after being read by the Solicitor was unanimously adopted by Council upon motion of Messrs. Keith and Clark.
BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF DOVER IN REGULAR SESSION MET THIS SIXTH DAY OF JULY, A.D. 1925 AS FOLLOWS
Section 1. That from and after the passage of this Ordinance it shall be unlawful for any person, firm or corporation to sell, give away, deal in or in any manner dispose of, within the limits of the Town of Dover, articles commonly called fire crackers and torpedoes, or use, shoot, fire, burst or otherwise explode fire crackers and torpedoes within the Town limits, at any time, and it shall be unlawful for any person, firm, or corporation to sell, give away, deal in or in any manner dispose of articles of any description commonly known as fire works, other than fire crackers and torpedoes, except from the first to the fourth days of July inclusive, not including Sundays.
Section 2. Any person, firm or corporation violating the provisions of this Ordinance shall be deemed guilty of a nuisance and upon conviction thereof before the Alderman, shall forfeit and pay a fine of not less than Ten Dollars ($10.00) for each and every offense, together with the cost and upon failure to pay the fine and the costs imposed, shall be committed to the County jail for a term not exceeding ten days.
AN ORDINANCE CONCERNING DOGS
WHEREAS the General Assembly of the State of Delaware, at its regular session in the year A.D. 1925, passed an act providing for the collection of a license tax on dogs, to be collected by the board of game and fish commissioners in the State of Delaware and in the Counties of Kent and Sussex;
AND WHEREAS said Act has been duly approved by the Governor and is now a law in this State;
AND WHEREAS by the Ordinance of the Town of Dover the Town Council is authorized and directed, through its proper channels, to require the registration of dogs and to collect a fee from the owners thereof for such registration;
AND WHEREAS it seems to be inequitable and unfair to impose a double taxation on the owners and possessors of dogs
AND WHEREAS the expense of levying and collecting the dog tax under the present Ordinance is generally greater than the revenue derived therefrom;
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF DOVER IN REGULAR SESSION MET THIS SIXTH DAY OF JULY A.D. 1925 AS FOLLOWS:
Section 1. That from and after the passage of this Ordinance no dog tax shall be levied and collected by the Town of Dover.
Section 2. That the Ordinance now in force in said Town concerning dogs, in so far as they are inconsistent with the Act of the General Assembly approved A.D. 1925, entitled “An Act to amend Chapter 7 of the revised code of the State of Delaware by providing a license for dogs, and other provisions respecting dogs” be and the same are hereby repealed.
AN ORDINANCE ESTABLISHING WATER RATES
AN ORDINANCE TO AMEND CHAPTER SIX OF THE ORDINANCES OF THE TOWN OF DOVER AS REVISED TO MARCH 1, 1910, ENTITLED “CONCERNING THE ELECTRIC LIGHT WATER WORKS, THE DISTRIBUTION OF WATER AND ESTABLISH RATES” AS SAME APPEARS ON PAGE 119 ON SAID REVISED ORDINANCES AND BEING DESIGNATED AS CHAPTER SIX.
BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF DOVER DELAWARE IN REGULAR SESSION MET THIS SIXTH DAY OF JULY A.D. ONE THOUSAND NINE AND TWENTY FIVE AS FOLLOWS:
Section 1. That section 3 of the revised Ordinance of the Town of Dover, as same appears on Page 121 thereof entitled “Concerning the Electric Light, Water Works, the distribution of water and establishing rates” be and the same is hereby amended by striking out all of Section 3 and insert in lieu thereof the following:
Section 2. All applications for the introduction of water into any premises, or its supply for any purpose, or for the extension of any private pipes for the conveyance of such water, must be made in writing on the books of the Superintendent of the Light and Water Works (or to such person as maybe authorized by the Light and Water Committee to receive such applications). No permit for an attachment to the public main shall cover more than one dwelling and the buildings appurtenant thereto, such as garages, stables or other out-buildings, and if the applicant owns a number of dwellings adjoining each other, he shall be required to secure a permit for an attachment to each and every one, and the water supply furnished under such permit shall be for the use of such dwelling and the buildings incident and appurtenant thereto, and it shall be unlawful to supply other or adjoining properties with water by and through such attachment. Ground shall not be broken in the public Street for the purpose of making the connections aforesaid until such permit shall be duly issued. After the owner of the property to be supplied, or his or her agent, (authorized), shall have properly signed the books of the Light and Water Commission, the Superintendent, or other authorized person, shall issue a permit for the required supply, in which permit the date, the name of the owner of the property to by supplied, and to whom issued, the location of the property, the size, or diameter of the ferrule, whether the attachment is to be made to a public or private pipe, the purposes for which the water is to be used, and the rates, shall be specified; and the said Superintendent, or other authorized person by the Light and Water Committee, shall keep a list of names of all persons to whom such permits shall have been granted and to who have contracted for a supply of water. At the time of issuing a permit for the attachment to a public main, the Superintendent, or other authorized person, shall furnish a ferrule of the size named in said permit, and shall, within two days after receiving notice, drill, or caused to be drilled by some competent person, the opening in the main, and attach the ferrule thereto, and the person obtaining the permit shall pay the sum of Two Dollars ($2.00) for said ferrule and for attaching it to the public main.
Before the water shall be turned into any private pipe the water rent in full to the commencement of the succeeding term shall be paid. All persons obtaining permits for attachments to private pipes shall, if intended for a supply a new premises or purposes, pay Two Dollars ($2.00) for each permit, and if intended for the extension of pipes or fixtures for premises or purposes already supplied, twenty-five cents ($.25) shall be paid for such permit, and the water rent in full shall be in all cases be paid in advance to the commencement of the succeeding term.
Permit for Carnival
The Council granted the Robbins Hose Co. a permit to hold a carnival August 31st to Sept 6th, 1925 inclusive. The Town of Dover to furnish the ground and Water free of charge the Hose Co. paying for the Light. (Keystone Shows)
Moving House
Mr. J. A. Hartnett was granted permission to move the house now on the property of the Kent County Motors Co. at corner of Loockerman and Queen Streets.
Street Market
Council acting on motion of Messrs. Clements and Clark granted farmers the right to sell their own produce on South Governors Avenue North of Loockerman St. from 6 A.M. to 6 P.M. Saturdays only, providing they have the permission of the property, and a permit from the Chairman of the Street Committee.
Notice to repair wagon bodies
Council acting on motion of Messrs. Clements and Burton instructed the Clerk to notify Mr. Reynolds Reed to have repaired the wagon bodies in which he is hauling coal so as not to spill coal from the railroad to the Light and Water Plant, and unless this motion be complied with will be sufficient for cancellation of contract.
Mr. Reed Granter $.90 cents per ton coal
Council acting on motion of Messrs. Downes & Clements granted to Mr. Reed an additional thirty cents per ton on coal hauled while the new road was under construction, being 90¢ on 5 cars.
Town Transcript and Duplicate
Council acting on motion of Messrs. Clements and Hinkle granted to the Clerk $150.00 for making up the Town Transcript and Duplicate.
