REGULAR MEETING
June 1, 1925
Minutes of the regular meeting of the Town Council of the Town of Dover, held in Council Chamber on June 1, 1925 at 7:30 P.M.
Members present: President Woodford, Messrs. Downes, Clements, Keith, Burton, Frear, Clark and Hinkle.
Mr. E. C. Scott request for reduced water rate
Mr. E. C. Scott came before Council and requested the Water rate be reduced on his property in Scotttown where more than one family used the same hydrant, after some discussion Council acting upon motion of Messrs. Burton and Clark voted that the rate remain the same as else where in the town.
G. L. Gooden, Request for sewer on Elm Terrace
Mr. Gooden came before Council requesting a sewer be run on Elm Terrace to take care of the houses now being built there, after some discussion Council left the matter with the Light and Water Committee for investigation and report to Council.
Request of Mr. D. M. Wilson for road back of Water and Light Plant
Mr. D. M. Wilson presented to Council a proposition to open a road back of the Town Light and Water Plant connecting with the new concrete road now under construction from Dover to Little Creek Mr. Wilson to donate so much ground and the Town of Dover so much, there was no action taken however except the appointing of a committee consisting of Mr. Clements the Chairman of the Street Committee and Col. LeFevre Chairman of the Light and Water Committee to confer with Mr. Buck the Chief Engineer of The State Highway Com.
Paving East North Street
The question of paving east North Street 300 feet from State was left with the Street Committee with power to act.
Aldermans Report
Upon motion of Messrs. Burton and Frear Council accepted the Aldermans Report. This Report showed 7 arrests and fines collected amounting to $38.00. Check for same being turned over to the Treas.
CHIEF ENGINEER’S REPORT
The following report of the Chief Engineer was read by the Clerk and on motion of Messrs. Burton and Downes was ordered accepted, entered in the minutes and filed.

Street Committee
Chairman Clements reported the committee was progressing very nicely with its work. Chairman Clements also made known his intentions of placing three Mushroom Traffic signs one at New and Loockerman St one at Division and State and one at Div. and Gov’s Ave. to help relieve the traffic congestion.
The question of ornamental lights was laid on the table.

Sewer Committee No report
Sale of Bonds
Council acting on motion of Messrs. Downes & Clements instructed the Finance Committee to dispose of $35,000.00 of the $60,000.00 issue granted by the last Legislature at private sale. The Bonds are known as Light and Water Improvement and Equipment Bonds.
Dr. Stephens request for cleaning up Lincoln St.
Dr. R. S. Stephens came before Council with a request to have Lincoln Street cleaned up, this request was left with the Street Committee to act as they saw best.
Light & Water Committee No report
Tree Committee
After some discussion the matter of the removal of a tree in front of the Catholic Church was left with the Tree Committee with power to act. (Motion of Messrs. Downes & Clements)
Installation of Gasoline Tanks
Council acting upon motion of Messrs. Downes and Frear granted the following persons permission to install Gasoline Tanks and Pumps provided Town Ordinance governing such installations be compiled with. B. Carroll and Son 1 550 gal tank 1 Fry Visible Pump on their property on East Loockerman St.
Honey and Thompson 2 550 gal tanks and 2 5 gal Visible Fry pumps on the Marydel Road west of the PRR tracks.
J. Denney Cowdright 1 550 gal tank 1 pump 5 gal in front of his place of business on N. Bradford St.
Dog Tax
The question of Dog Tax was left with the Ordinance Committee for investigation and report back to Council.
Garbage Contract
The contract of Mr. Reynolds Reed for hauling of garbage was held over.
Adjournment
Council adjourned at 10:10 P.M. to meet Monday evening June 7, 1925.
