REGULAR MEETING
April 6, 1925
Minutes of regular meeting of Town Council of Town of Dover, held on April 6th, 1925 at 7:30 P.M. Members present: Mayor Woodford, Messrs. Downes, LeFevre, Clements, Keith, Burton, Frear, Hinkle, and Clark.
Minutes of last meeting were read by Clerk, and were approved as read.
Chas. T. Jackson- -request for water main
Chas. T. Jackson came before Council with request for water main for his property on Hazel Road. Upon motion of Messrs. Keith and Burton, Council voted to have extended a 4" water main to the center of property.
Ornamental lights on Hazel Road
Upon motion of Messrs. Downes and Burton, Council agreed for ornamental lights to be installed along Hazel Road, the Town to bear $350.00 of the expense.
Frank Norris- -request for water main
Frank Norris came before Council requesting that a water main be extended to his property. Upon motion of Messrs. Clements and Burton, the question of extending water main to South Dover Heights was referred to the Light and Water Committee.
Removal of tree
G. Leslie Gooden came before Council with request for removal of tree located between properties owned by Miss Keith and Mrs. Hoey on East State Street. Upon motion of Messrs. LeFevre and Keith, permission was granted to remove tree.
Alderman’s Report
The Alderman’s report showed twelve arrests, and fines collected amounting to $34.50. Check for same was turned over to treasurer. Report was accepted on motion of Messrs. Keith and Clements.
Engineer’s Report
The following report of the Chief Engineer was read by the Clerk on motion of Messrs. Burton and Keith was ordered entered in the minutes and filed.

The Finance Committee was authorized by Council to install system to cover purchase of material for Town.
Letters of Thanks
Upon motion of Messrs. Clements and Burton, the Council directed the Clerk to write a letter of thanks to Senator Hardesty and to Representative Massey for their efforts in the passage of bills.
Receiving Assessment List
Upon motion of Messrs. Keith and Burton, Council agreed to meet on Monday, April 13, in the Council room to go over the assessment list and accept same.
Securing influence of Representatives and Senators for Building of Post Office:
Upon motion of Messrs. LeFevre and Hinkle, the Mayor was authorized to urge the U.S. Representatives and Senators from Delaware to urge the rebuilding of a new Post Office in Dover.
Messrs. LeFevre, Hinkle and Clements were appointed as an advisory committee will regard to the rebuilding of post office.
Water main on Water Street
Upon motion of Messrs. Burton and Downes, the light and water committee was authorized to investigate the advisability of placing a water main on Water Street.
Superintendent’s Salary Fixed- -Superintendent Elected
Application of Walter A. Green was received, but his name was not placed in nomination.
Upon motion of Messrs. Burton and Clements, W. D. Burton was nominated, and elected by acclamation, at same salary.
Assistant Superintendent
T. F. Cooke was elected Assistant Superintendent at present salary.
Hose Company Recommendations
The recommendations of the Hose Company were tabled for one month.
Parking Regulations
Council voted to restrict parking on Loockerman to two hours between eight o’clock A.M. and eight o’clock P.M., this regulation to take effect after May 1st.
Upon motion of Messrs. Downes and Clark, Chairman Clements of the Street Committee was authorized to purchase such signs as are deemed necessary to enforce traffic regulations.
Bids for Installation of Sewer on Hazel Road
Bids were received from E. L. Jones & Co., in amount of $439.00, and from T. K. Jones & Bro. Hdw. Co., in amount of $602.00, for the installation of a 10" sewer on Hazel Road. The Bid was awarded to E. L. Jones & Company.
Tree Committee- -Removal of Trees
Upon motion of Messrs. Downes and Burton, the Tree Committee was authorized to act in the matter of removal of trees.
Ordinance Committee No report
Upon motion of Messrs. Keith and Burton, the following resolution was adopted:
BE IT RESOLVED by the Town Council of the Town of Dover in regular meeting assembled this sixth day of April A. D. 1925, as follows:
That said Town Council do hereby unanimously petition the said Highway Department and the Levy Court of Kent County to improve King’s Street with an eighteen (18) foot concrete road as a State Aid project, said road to begin in front of the home of Ralph Wilson on Division Street connecting with the proposed north Little Creek road and running thence in a southerly or southwesterly direction past the Richardson factory to connect with the permanent pavement on State Street near the Richardson Hotel and in front of the Dover Garage.
That said Town Council do hereby unanimously agree and consent to the paving of said Street as aforesaid and it does hereby give and grant unto the Highway Department full power and authority to proceed with the construction of said road.
That a copy of this Resolution duly signed by the Mayor and the Secretary with the seal of the town attached be sent to the Highway Department and another copy to the Levy Court of Kent County and that a third copy be spread at large upon the minutes of this meeting.
Adopted at Dover this sixth day of April A. D. 1925.

Board of Health- -Report Accepted, Board Appointed, Salary and Expense Allowance Fixed
Upon motion of Messrs. Keith and Downes, the following report was read and accepted:
April 6, 1925.
To the President and Members of Dover Town Council:
Gentlemen:
Health conditions in Dover, aside from a few cases of scarlet fever and a few cases of mumps, have been normal, none of the cases as reported by the local physicians being of a serious nature. The proper quarantine was observed in the Scarlet Fever cases.
The Town’s supply of water has been without contamination and no cases of typhoid fever have been reported.
The Board has been compelled to notify some obstinate persons concerning nuisances as to manure piles, etc., which if not complied with, will result in prosecution.
Expenses for the past six months: $4.32, leaving balance of $6.01 in treasury.

Upon motion of Messrs. Keith and Clements, the old Board of Health was reelected (consisting of Drs. L. A. H. Bishop, E. S. Anderson, J. S. McDaniel, and Messrs. E. L. Clarke, W. S. Bostic, C. N. Lloyd, and H. C. Taylor).
The salary of the Secretary of the Board was fixed at $35.00 per year to be paid semi-annually; the expense allowance was fixed at $15.00 per year.
Dog Tax Collector
Upon motion of Messrs. Keith and Clements, E. I. Lane was elected Dog Tax Collector for the year 1925.
