Dover, Del. Sept. 1st, 1924.

The regular monthly meeting if the Town Council to order by the President at 7:30 at P.M. The following members were present. Messrs. Hopkins, Clark, Hancock, Frear, LeFevre and Burton.

Reading of the Minutes:

The reading of the minutes was dispensed with by motion of Messrs LeFevre & Clark.

Superintendents Report:

Upon motion of Messrs. Clark & Frear the following Report of the Superintendent, after being read by the clerk, was accepted, ordered entered in the minutes and filed.

The following bills were presented to the committee for payment, audited by them, found correct, and on motion of Messrs. Burton & Downes, Council voted to instruct the Clerk to draw the orders necessary for their payment.

Aldermans Report:

The Aldermans report for August showed 12 arrests and fines collected amounting to $40.50, check for same being turned over to the Treasurer. Approved on motion of Messrs. Clark and Hancock.

Sewer for J. A. Frear:

J. A. Frear came before Council and requested that he be granted permission to run a sewer into the ditch which crosses the Dover Lumber and Milling Company’s lot. This request not meeting with approval of Council, permission was refused.

Light and Power Line for Dr. Sipple:

Dr. Cahall Sipple appeared before Council and requested that a light and power line be extended to his new home north of Silver Lake. This request was granted, provided that the usual rules were complied with, and Mr. Kichline was directed by Council to start the work as soon as possible.

Light and Power Lines to Cooper’s Corner:

Council, acting upon motion of Messrs. LeFevre and Clark, instructed Mr. Kichline to extend a light and power line to Cooper’s Corner, the property owners along this line to furnish materials, the town to do the work and own the line.

Repairing P. R. R. Grade Crossings:

Council, acting upon motion of Messrs. LeFevre and Burton, voted to request the Pennsylvania Rial Road Company to repair the three grade crossing within the Town limits.

Report of Light and Water Committee:

Chairman LeFevre reported that the B. F. Shaw Company had promised to get the new plant in operation this week; the new suction line is completed and working excellent; the meter instrument installed will be able to make tests and show just how many pounds of water a ton of coal will evaporate; the new cement floor has been laid, the office of the Chief Engineer built, and the bath room installed. The engineer is expected to be here to make installation of the 2300 volt changeover very soon after Labor Day. Mr. Kichline was instructed to install a street light on the north side of Mr. Richardson’s yard. Mr. Deery suggested a sliding scale for consumption of day current. Mr. Kichline was instructed to inquiry about new engine to operate the stokers.

Council adjourned, upon motion of Messrs. Hancock and LeFevre, at 9:10 P.M.
