REGULAR MEETING
The regular monthly meeting of the Town Council was called to order by the President at 7:30 P.M. with the following Members present
Messrs. Downes, Clements, Frear, Hancock, LeFevre, Keith & Clark
Reading of the Minutes.
Upon motion of Messrs Downes & Hancock the reading of the minutes was dispensed with.
Aldermans Report.
The Aldermans report for the month of June showed sixteen arrests and fines collected amounting to $54.30, check for same being turned over to the Treasurer. On motion of Messrs Clements & Hancock the report was accepted ordered entered in the minutes and filed.
Superintendent’s Report.
The following report was read by the clerk, and, on motion of Messrs. LeFevre & Hancock, was accepted, ordered entered in the minutes and filed.

Street Committee:
Chairman of Street Committee reported that New Street had been repaved from Loockerman Street to Reed Street; also that two new beacons had been received and installed, one at Loockerman and Governor’s Avenue, the other at Loockerman and Forest Streets.
Tree Committee: No report.
Light and Water Committee:
Chairman LeFevre reported progress at the L. & W. Plant.
Upon motion of Messrs. LeFevre and Downes the contract for transformers was awarded to the General Electric Company, and the contract for meters was awarded to Rumsey Electric Company; the lamp contract was awarded to T. K. Jones & Bro. Hardware Company.
Amendment to Ordinance Regulating the Storage of Gasoline:
On behalf of the Gulf Refining Company Mr. Satterfield presented the following amendment which was adopted by Council upon motion of Messrs. LeFevre and Downes:
An Amendment to “An Ordinance Regulating the Storage and Use of Gasoline or any Product of Petroleum or any Hydrocarbon Liquid which will Flash or Emit an Inflammable Vapor below the Temperature of One Hundred and Ten (110) Degrees Fahrenheit within the Corporate Limits of the Town of Dover, Kent County, Delaware”, passed July 8, 1921.
BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF DOVER in regular session met, this seventh day of July, A. D. 1924:
Section 1. That “An Ordinance Regulating the Storage and Use of Gasoline or any Product of Petroleum or Any Hydro-carbon Liquid which will Flash or Emit an Inflammable Vapor below the Temperature of One Hundred and Ten (110) Degrees Fahrenheit within the Corporate Limits of The Town of Dover, Kent County, Delaware”, passed by the Town Council on July 8, 1921, be and the same is hereby amended by adding to said Ordinance a new section, which shall be known as Section 18:
“Section 18. The provisions of this Ordinance shall not apply to that portion of The Town of Dover bounded as follows:
On the East by lands of the Delaware Railroad Company, on the North by that portion of Division Street which lies west of lands of the Delaware Railroad Company aforesaid, on the South by that part of Forest Street which extends West of the lands of the Delaware Railroad Company aforesaid, and on the West by the Town limits of said Town, and the lands embraced within said boundaries shall not be subject to the provisions of the aforesaid Ordinance.”
Right of Way for Concrete Road:
Council, acting upon motion of Messrs. LeFevre and Keith, voted to convey the right of way at the Dover Light and Water Plant to the State of Delaware for the purpose of building a concrete road this strip of land not to exceed eleven feet in width, the artesian well not to be disturbed by the construction of said road.
Light and Power Line to Coopers Corner:
Council, acting upon motion of Messrs. LeFevre and Downes, to have extended to Coopers Corner a light and power line, provided the people on such line furnish the wire and poles, the town to do the erection work.
Coleman duPont Letter:
The following letter was read by President Hopkins:

I just want to go on record to thank you very much for giving me the freedom of the city and keys to your town, which, of course, must include the key to the jail, had I gotten into trouble.
I appreciate so much and congratulate you as mayor of Dover, on the charming hospitality displayed by your city.

LETTER TO R. L. HAMMOND:
Council, acting upon motion of Messrs. Clements and LeFevre, extended a vote of thanks to Mr. R. L. Hammond in appreciation of the lettering by him of the scrolls for Messrs. duPont and Buck, and directed that he be so notified by the clerk.
Robbins Hose Company Carnival:
A committee from the Robbins Hose Company, composed of Messrs. Hayes, Humphreys and Butler, came before Council requesting permission to hold a carnival the week of July 21st to 26th, inclusive. Upon motion of Messrs. Downes and Hancock this permission was granted on same terms as the carnival held in June.

The following bills were presented for payment, examined by the Committee and approved. Upon motion of Messrs. LeFevre and Downes Clerk was instructed to draw orders necessary for their payment:
