Dover, Delaware, May 5th, 1924.
The Regular Monthly meeting of the Council was called to order at 7:30 P.M. by the President.
Members present Messrs. LeFevre, Downes, Burton, Frear, Clements, Keith, Clark and President Hopkins.
Upon motion of Messrs LeFevre and Burton The reading of the minutes was dispensed with.
ALDERMANS REPORT
The Aldermans report for the month of April showed 26 arrests and fines collected amounting to $66.85. Check for same being turned over to Treasurer. Upon motion of LeFevre and Downes the report was accepted by Council ordered entered in the minutes and filed.
ENGINEERS REPORT:
The following report of the Chief Engineer was read by the Clerk and upon motion of Messrs. Downes and Burton same was accepted ordered entered in the Minutes and Filed.

Council acting upon the motion of Messrs. Burton and Clark authorized the Committee to purchase the necessary books in order to keep a complete record of everything ordered and received: said books to be kept by the Superintendent and each order subject to the approval of the Committee.
Fire & Police Committee. No Report.
Sewer At W. C. I.
Mr. Magee came before Council in behalf of W. C. I. laying an 8 inch sewer from the W. C. I. to Bradford St. about 75 feet in all. Council acting upon motion of Messrs LeFevre & Downes authorized the Institute to proceed with the work and present the Town a bill for their part.
Consideration of Tax List.
Their being so many appeals about discussion acting upon the motion of Messrs LeFevre & Hancock unanimously agreed to restore the list to the 1923 assessment figures noting he properties changing hands new building & etc.
Buying Corner of Derrickson Property:
After some discussion Council acting upon motion of Messrs Downes & Burton decided to hold over the proposition of buying the northeast corner of the Derrickson property until the next meeting night, the purchase price asked by Mr. G. L. Gooden the present owner was $5000.00.
Sewer Committee:
The Committee reported the bids for the contract of laying the sewer on Kirkwood St had been received and the Contract awarded.

E. L. Jones & Co being the lowest bidder was awarded the contract and proceeded with the work at once.
Council acting upon motion of Messrs LeFevre & Burton authorized the sewer committee to proceed with power to act secure bids and award contracts.

Letter Referring To Traffic at State & Division St.

My dear Mr. Buck:-
The Schools are now occupying their new building on the east side of the town of Dover, thereby necessitating the majority of the children to cross State St going to and from school. Said State St. being a continuation of the State Highway, the crossing to and from school by the children is somewhat dangerous.
On behalf of the Town of Dover I would like to ask your Co-operation and assistance in guarding one of the crossings, namely at Division St. We believe police protection should be given said Division St. for certain periods or hours during the sessions of school probably in the morning from 8 A.M. to 9 A.M. and at noon from 11:45 to 1 O’Clock and in the afternoon from 3 to 4:15. We would be pleased if you would give this matter your attention and communicate with us the Town Council Of Dover thru the police committee, your thoughts in the matter.

My dear Mr. Hopkins:-
Acknowledging your letter of April 28th, regarding protection for the school children at the intersection of State & Div St during certain hours have to advise that we will endeavor for the remainders of this term to station one of our men at this street Crossing between the hours of 8 & 9 A.M. and between the hours of 3 & 4:15 in the afternoon if one of the town officers can do duty from 11:45 A.M. to 1 P.M.
For such service the State will not charge more than the officers hourly wage. Our means you may know, receive a salary of $125.00 per month.

Light & Water Committee:
Col. FeFevre reported the old generator had been sold for the sum of $450.00
Col. FeFevre said the estimate cost of changing the water system would cost approximately $666.00.
Council acting upon motion of Messrs Clements & Keith authorized the committee with power to act to have the new suction line put into use.

Council decided to take up the appeals at an adjourned meeting.

Upon motion of Messrs. Keith and Burton council voted to adjourn to meet Monday April 12, 1924 in the Town Office at 7:30 P.M.
