Dover, Delaware, March 10, 1924
Town Council met in regular session at 7:30 P.M., with the following members present:
Messrs. LeFevre, Clements, Keith, Burton, Hancock, Clark and President Hopkins.
Minutes of the last meeting were read by Clerk, and upon motion of Messrs. Burton and Clements were approved with correction as noted.
RESIGNATIONS: Resignation of Harry R. Hancock was received and read and, upon motion of Messrs. Keith and Clark, held over until next meeting.
Resignation of D. Rodney Bice was received, read, and, accepted by Council upon motion of Messrs. Keith and Burton.
Upon motion of Messrs. Burton and Keith Mr. Grover C. Frear was nominated to fill the vacancy created by Mr. Bice’s resignation. There being no other nominations, Mr. Frear was unanimously elected.
ALDERMAN’S REPORT:
The Alderman’s Report showed 12 arrests and fines collected amounting to $33.00, check for same being turned over to the Treasurer. Report accepted on motion of Messrs. Burton and Clements.
ENGINEER’S REPORT:
The following report of the Chief Engineer was read by the Clerk and on motion of Messrs. LeFevre and Clements same was accepted and ordered filed by Council:

SEWER COMMITTEE:
Mr. E. L. Jones appeared before Council, on behalf of W. C. Jason, to request that water and sewer pipes be laid on Kirkwood Street in front of properties belonging to Jason. Council, acting on motion of Messrs. LeFevre and Keith, authorized and directed the sewer committee to have a survey made of the sewer and water situation existing on Kirkwood and Queen Streets and report back to Council with recommendations at its next meeting.

REPORT OF SOLICITOR:
Upon motion of Messrs. Keith and Clark the following report of the Town Solicitor was accepted by Council:

To the President and Members of the Town Council of The Town of Dover,
Gentlemen:
Pursuant to the provisions of the charter and Ordinances of The Town of Dover, I herewith report to you, as Solicitor for said Town for the year ending March 3, 1924:
Legal advice and opinions have been given from time to time to the Alderman and various members of the Town Council.
Various resolutions, contracts, bonds of the Town officials and other bonds, oath of Assessor, Ordinances and other legal papers have been prepared from time to time as occasion demanded.
Considerable time and attention has been given to the question relative to extending the electric light wires to the Towns of Cheswold and Leipsic and other points outside the Town of Dover, and a written opinion has been submitted to the Council on this question.
Special attention was also paid relative to drafting the agreement between The Town of Dover and Herman Fisher and wife incident to removing the old brick stable on the South side of North Street.
Apparently the claim of the Pennsylvania Railroad Company against The Town of Dover for One Hundred and Twenty-eight Dollars ($128) for demurrage on shipments of coal, received by the Town March, 1922, has been dropped, and the claim of the Ahrens-Fox Fire Engine Company for Three Hundred and Eight-two Dollars and Nineteen Cents ($382.19) for parts and labor on the recently purchased fire engine has been compromised and adjusted in a manner satisfactory to the Town and the Company.
There are no suits pending against the Town at the date of this report.

SOLICITOR: Salary Fixed; Election.
Upon motion of Messrs. Keith and Clark the salary of the Solicitor for the year 1924 was fixed by Council at $50.00. Mr. James M. Satterfield was placed in nomination on motion of Messrs. Burton and Hancock, and was unanimously elected by Council.
TOWN CONSTABLES: Salary Fixed; Election.
On motion of Messrs. Keith and Clements the salary of the Chief of Police was fixed at $25.00 per week. E. I. Lane was nominated by Messrs. Keith and Clements. There being no other nominations, Mr. Lane was unanimously elected.
On motion of Messrs. Keith and Burton the salary of the Night Watchman was fixed at $20.00 per week. Mr. Arthur Dickerson was placed in nomination by Messrs. Keith and Burton. There being no other nominations, Mr. Dickerson was unanimously elected.
On motion of Messrs. Clements and Burton the salary of Constable and Street Supervisor was fixed at $16.00 per week, and Mr. T. W. Killen was nominated by Messrs. LeFevre and Burton. There being no other nominations, Mr. Killen was unanimously elected.
On motion of Messrs. Keith and Clark the salary of Constable and Assistant Street Supervisor was fixed at $20.00 per week. Mr. Wilson Cummins was placed in nomination on motion of Messrs. Burton and Hancock. There being no other nominations, Mr. Cummins was unanimously elected.
On motion of Messrs. LeFevre and Hancock, Mr. James Godwin and Mr. Scott Forbes were elected constables without pay.
The above-named officers were all sworn in by President Hopkins.
JUDGES SELECTED FOR ROBBINS HOSE COMPANY’S ANNUAL ELECTION:
The following men were selected to hold the annual election of the Robbins Hose Company on Monday evening, March 17th:

LIGHT and WATER AND STREET COMMITTEES:
After a lengthy discussion Council, acting upon motion of Messrs. Clements and LeFevre, voted to purchase two one-ton Ford trucks for hauling coal, garbage, etc.
On motion of Messrs. LeFevre and Clark, the above motion was annulled.
Bids were opened for hauling of coal, which were as follows:
Reynolds Reed 65¢ per ton, flat
W. Peterson 65¢ per ton, town to pay all demurrage.
W. A. Green 75¢ per ton, flat.
Council, acting upon motion of Messrs. Clements and Hancock, awarded the contract for hauling of coal to Reynolds Reed at 65¢ per ton, he to pay all demurrage, the coal to be placed on the yard at plant as directed by the Chief Engineer.
Council, acting upon motion of Messrs. LeFevre and Burton, hired Chief Engineer’ Kichline’s truck at $15.00 per week for one year from this date, Mr. Kichline to furnish all gasoline, oil and repairs for said truck.
INSURANCE:
Upon motion of Messrs. Burton and Clements Council authorized payment of premium in amount of $34.83, due A. J. Kingsbury for insurance on street machinery, stables, feed, tools, etc.
REPORT OF SPECIAL COMMITTEE:
TO THE TOWN COUNCIL, DOVER, DELAWARE.
Report of Special Committee for repairs and alterations to the Dover Light & Water Plant.
Your Committee reports that the special work committed to it has been performed and all bills have been paid. The Committee employed Mr. Livingston, as Engineer, to prepare plans and supervise the work. Plans and specifications were submitted to various contractors and bids received from three. The contract was awarded to the lowest bidders, Messrs. George & Lynch, of Dover, whose bid was $4363.14.
It was found necessary to have some additional work done on the plant which was performed by the same contractors for $327.
Mr. Livingston’s charge, as Engineer and Supervisor, was $175, making a total of $4865.14.
The new roof over the engine room consists of PyroBar U. S. Gypsum, supported with structural steel and concrete pillars. The extra work consisted of a ventilator, new lintels and window lights and repairing and repointing the brick walls.
The lowest bid received was more than $1000 lower than the highest.
Copies of the Engineer’s estimates, showing the work in detail, with its costs, are on file with the Clerk of Council.

Special Committee
The above report was accepted by Council on motion of Messrs. Clements and Hancock.
STREET GRADER:
On motion of Messrs. Clements and Clark Council authorized the Street Committee to purchase an H. P. one-man street grader, and to make arrangements to pay for same in June.
CHANGING POSITION OF TELEPHONE:
Upon motion of Messrs. Hancock and LeFevre Council granted the request of Mr. Short to have the telephone moved from west end of room to east end.
VOTE OF THANKS TO SPECIAL COMMITTEE:
The Council gave a standing vote of thanks to the Special Committee in charge of repairs and alternations to the Light & Water Plant upon completion of this work.
ADJOURNMENT:
Council adjourned at 10:26 P.M., upon motion of Messrs. Keith and Clark.
