Dover, Delaware, Sept. 6, 1923.
Town Council met in Special Session at 7:30 P. M., a quorum not having been present on the evening of September 3rd and another meeting having been called for this date, with the following members present: Messrs. Burton, Downes, Clements, Bice, Clark, Hancock, Keith, LaFevre, and president Hopkins.
The minutes of the last meeting were read by the Clerk and there being no corrections same were approved as read.

Engineer’s Report: The following report of the Chief Engineer was read by the Clerk and on motion of Messrs. Bice and Burton same was accepted and ordered entered in the Minutes and filed:

Street Committee: Chairman Clements reported the tearing down of the old brick stable on North Street, cost of same $127.00. On motion of Messrs. LeFevre and Downes the matter of pavement, curb and fence was left in committee with power to act.
Mr. Humpreys recommended that “No Parking” signs be placed on all water plugs in the town. The matter was left with Chairman Clements.
The following resolution was presented, read by the clerk, and on motion of Messrs. LeFevre and Keith, unanimously adopted by Council.
The following resolution was presented, read by the clerk, and on motion of Messrs. LeFevre and Keith, unanimously adopted by Council, and presented to the Board of Educaiton of Dover Special School District for its consideration:
WHEREAS the School Board of Dover Special School District, Kent County, has at its disposal a large quantity of sand and gravel unfit for use in the erection of the school building now being built; and
WHEREAS The Town of Dover by and through the aid of the State Highway Commission, is about to improve and repair Division Street leading from the bridge near the water works to a point near King Street, and also Kin g Street from Division Street to the bithulithic pavement near the Hotel Richardson, and a quantity of sand and gravel will be needed in such street repairs; and
WHEREAS the improvement of King and Division Streets aforesaid will be of great benefit and advantage to the School District, as well as to the Town of Dover in general, their interests in many respects being identical;
NOW, THEREFORE, BE IT RESOLVED by the School Board of Dover Special School District that the Town of Dover and the State Highway Commission shall have the privilege of using, without charge, cost or expense, such quantity of rejected sand and gravel belonging to the Dover Special School District as said District can spare, for the purpose of street improvement aforesaid, the Town of Dover and the Highway Commission to haul same at its own expense, the sand and gravel to be taken from such places and in such manner as the School Board may direct.
Tree committee: No report.
On motion of Messrs. Keith and Bice Clark was instructed to notify H. R. Harrington to remove dead tree in front of his residence on State Street.
Sewer Committee: No report.
Light and Water Commission: On motion of Messrs. Bice and Burton, council agreed to sell the two small boilers now at the Light and Water Plant to Chief Engineer Kichline for consideration of $500.00.
On motion of Messrs. Burton and Clements, Council agreed to have installed street light on New Street, between Cecil and Mary Streets, in center of block.
Chairman Bice recommended that a special rate of !0¢ per k. w. be charged for street lights in town of Little Creek. Upon motion of Messrs. LeFevre and Downes, this rate was approved for one year.
Upon motion of Messrs. Keith and Burton, Council by unanimous vote instructed Chairman Bice to secure ten-year franchise from town of Little Creek, in order to protect Town of Dover against any other company.
Fire and Police Committee: No report.
Special Committee: Chairman LeFevre reported that the contract for repairs to be made to Light and Water Plant had been awarded to George and Lynch, for $4,430.00.
