The Regular monthly meeting of Town Council was called to order at 7:30 P. M. with the following members present: Messrs. Burton, Keith, Bice, Clark, LaFevre, Hancock, and President of Council, Mr. Hopkins
Upon motion of Messrs Burton and Bice, Council voted to dispense with the reading of the Minutes of the last meeting.
Alderman’s Report: Alderman’s Report for the month of March showed fourteen arrests and fines collected amounted to $69.00, the check for same being turned over to the Treasurer. Upon motion of Messrs. Keith and LeFevre same was accepted and ordered filed and entered in the Minutes:
Engineer Report: The following report of the Chief Engineer was presented, read by the Clerk and on motion of Messrs. LeFevre and Burton, Council accepted same and instructed the Clerk to enter it in the Minutes:

Fire & Police Committee: Chief, 1st & 2nd Assts. Robbins Hose Co. 1923. The Committee presented no report. However, there being no report from the Robbins Hose Company as to9 its election of the Chief Engineer, 1st & 2nd Assistants, Council on motion of Messrs. Keith and Clark voted to continue E. W. Humphreys as Chief and Thos. Holsten and Harry R. Hancock as 1st and 2nd Assistants, respectively, for another year. The above mentioned men were sworn in by President Hopkins.
Tree Committee: Chairman Hancock reported four or five trees which needed trimming and Council on motion of Messrs. LeFevre and Burton voted the Committee power to act in the matter.

Semi-Annual Report of Board of Health: The following report of the Board of Health was read and on motion of Messrs. Burton ad LeFevre same was approved by Council and the salary of the Secretary fixed the same as 1922 and $15.00 appropriation vote:

Gentlemen:-
Herewith is submitted the report of Dover Board of Health from Nov. 6th, 1922 to Apr. 2, 1923, as follows:
Particularly fortunate has Dover been during the past winter months in not having any epidemics of any kind, while some adjacent towns have had such, necessitating the closing of the schools at times. Aside from a few reported cases of measles and chicken pox, no contagion has been prevalent in Dover since the last report.
Reports from Dover’s water supply and Milk supply, received today from Dr. Watson, State Bacteriologist, shows both to be in most excellent condition. As to the water analysis made by Dr. Watson, taken by him last week from our town supply, he stated it was the best ever, no better to be found anywhere. Commenting upon the seven samples of milk he also took here last week, he said “Most Excellent”.
It is to be hoped we may continue to maintain our high standard of both water and milk.
Expenses account for past six months, samples of water, postage, etc. $4.34. Balance in Treasury: $3.33.

Election of Board of Health: Council proceeded to the election of the new Board of Health. The following were duly elected: 1923-24.

Salary of Supt. & Collector Fixed: Motion of Messrs. Keith and Burton salary fixed at $25.00 per week.
Superintendent & Collector Elected: Dr. W. D. Burton nominated by Messrs. Keith and Burton and was thereupon duly elected, there being no other nominees.
Salary of Asst. Supt. & Coll. Fixed: On motion of Messrs. Keith and LeFevre salary of Asst. Supt. & Collector fixed at $20.00 per week.
Asst. Sup’t. & Collector Elected: Mr. T. F. Cook was nominated for this office and there being no further nominees, he was elected on motion of Messrs. Keith and LeFevre.

Election of Dog Tax Collector: On motion of Messrs. Burton and LeFevre Council elected E. I. Lane Dog Tax Collector for 1923.
Resolution re: Garage in Residential Districts Bill: Upon motion of Messrs. Bice and Keith, Council unanimously adopted a resolution requesting the Governor to veto the Bill relative to garages in residential sections.
Zoning System: On motion of Messrs. LeFevre and Burton Council voted to have the Solicitor report to Council at the next regular meeting as to the wisdom of adopting the zoning system in the Town.
Committee From Robbins Hose Co Re: Carnival and Town Lot: A Committee composed of Messrs. Hayes, Wilson, Pierson and Morgan from the Robbins Hose Company appeared before Council to request permission to have the Town Lot and to hold a carnival. A Mr. Carr of the Carnival Company outlined to Council as to just what the shows would consist and exhibit. He stated that there were no women shows nor would and gambling be allowed. With these things understood Council then preceded to act on a motion of Messrs. Bice and Keith that the Robbins Hose Company be granted permission for a week’s carnival on the Town lot, and with current furnished at the motor rate. Motion carried.
Meter In Supt. Burton’s Home: Upon motion of Messrs. Hancock and Clark Council voted that a meter should be placed in Superintendent Burton’s home and same to be read and charged for as all other citizens are charged.
Cinders on Deaware Ave Between State & Amerivan Ave. Upon motion of Messrs. Burton and Clark Council authorized that cinders be hauled and placed on Delaware Ave. Between State St and American Ave.
Resolution Authorizing The Bonding of Town for $35,000.00 Adopted: The City Solicitor presented to Council certified copy of Act passed by t he recent Legislature authorizing the Town of Dover to borrow on the credit of the Town $35,000.00, and also the following resolution drawn by him, which was then read and on motion of Messrs. LaFevre and Burton same was unanimously adopted:
WHEREAS the Town Council of The Town of Dover, under and by virtue of an Act of the General Assembly of the State of Delaware, entitled “An Act authorizing the Town Council of The Town of Dover to borrow Thirty-Five Thousand Dollars and to issue bonds therefor, for the purpose of defraying the expenses incidedt to the enlargement and improvement of the Light and Water Plant of the said The Town of Dover” approved the fourteenth day of March A.D. 1923, is authorized and empowered to borrow, upon the faith and credit of the said The Town of Dover, a sum of money not exceeding Thirty-five Thousand Dollars ($35,000) and to issue bonds of the said The Town of Dover, to be know as “Dover Electric Light and Water Improvement Bonds” to an amount not exceeding the said sum of Thirty-five Thousand Dollars ($35,000);
AND WHEREAS Section three of said Act provides among other things, that the denomination of said bonds shall be as determined by said Council and shall be numbered consecutively, beginning with number one, and bear interest at a rate not exceeding six per centum per annum, payable on the first days of June and December in each and every year, at

the Farmers Bank of the State of Delaware, at Dover, on the presentation of the coupons attached to said bonds, representing said semi-annual interest;
AND WHEREAS Section Four of said Act provides that said bonds shall bear date on the first of June or the first day of December in the year in which the same shall be issued, and that the principal thereof shall be payable at the Farmers Bank of the State of Delaware, at Dover, at the expiration of thirty years from their date, and the said Town Council, at par and accrued interest, at any interest period after the expiration of five years from the date of said bonds, provided, however, that if the Town Council shall at any time after the expiration of five years from the date of said bonds elect to redeem any of said bonds, such redemption shall be made in pursuance of notice signed by the President of said Town Council and by the Treasurer thereof, published once a week for two consecutive weeks in each newspaper published in the said Town, and that such notice shall indicate the bonds called, and in making such calls the municipal corporation shall call the bonds according to their number, beginning with the lowest number, and the interest on any of said bonds shall cease from the date named in any said calls for redemption;
AND WHEREAS Section Five of said Act provides that the Town Council of The Town of Dover shall direct and effect the preparation, printing and sale of said bonds authorized by said Act, at such time or times and on such terms as they may deem expedient;
AND WHEREAS Section Six of said Act provides that the form of said bonds, with coupons thereto attached, shall be prescribed by the Town Council of The Town of Dover, and said bonds shall be signed by the President of the Town Council of The Town of Dover and by the Treasurer of said Town, and sealed with the corporate seal of said corporation, and shall be exempt from State, County, and municipal taxes;
AND WHEREAS Section Eight of said Act provides that the said bonds authorized by said act may be issued at one time and in one series or as different times and in different series, as the Town Council of the said The Town of Dover shall determine, and that the authority to not be deemed to be exhausted until the aggregate of the amount of bonds issued under said Act shall be Thirty-five Thousand Dollars ($35,000);
AND WHEREAS Section Nine of said Act provided that the faith and credit of the said The Town of Dover are pledged for the payment of all of the bonds that may be issued under the provisions of said Act;
NOW, THEREFORE, BE IT RESOLVED by the Town Council of The Town of Dover in regular session met:
FIRST.- That in compliance with the provisions of an Act of the General Assemble of the State of Delaware entitled “An Act Authorizing the Town Council of The Town of Dover to Borrow Thirty-Five Thousand Dollars and to issue bonds therefor, for the purpose of defraying the expenses incident to the enlargement and improvement of the Light and Water Plant of the said The Town of Dover” approved the fourteenth day of March A. D. 1923, the Town Council of the Town of Dover, for the purposes of said Act, issue on the first day of June A. D. 1923, seventy (70) bonds of the said The Town of Dover, of the par value of Five Hundred Dollars ($500) each, with coupons thereto attached for each half year’s interest thereon; that said bonds shall be numbered from one to seventy (1-70), both numbers inclusive, and shall

bear date the first day of June A. D. 1923, at the rate of five per centum (5%) per annum, payable semi-annually on the first day of December and on the first day of June in each and every year whilst the said bonds remain unpaid, at the Farmers Bank of the State of Delaware, at Dover, on presentation of the coupons representing such semi-annual payments of interest; that the principal of said bonds shall be payable thirty (30) years from the first day of June A. D. 1923, at the said Farmers Bank of the State of Delaware, at Dover, on presentation of said bonds.
SECOND.- That the said bonds shall be in the following form, to wit:

THE TOWN OF DOVER in the State of Delaware, for value received, hereby acknowledges its indebtedness and promises to pay to the holder of this bond at the Farmers Bank of the State of Delaware, at Dover, on the first day of June A. d. 1953, the sum of Five Hundred Dollars ($500) with interest thereon, at the rate of five per centum (5%) per annum, payable semi-annually on the first day of December and the first day of June in each year. This bond is one of the authorized issue of seventy (70) bonds aggregating Thirty-five Thousand Dollars ($35,000) by virture of and in strict compliance with an Act of the General Assembly of the State of Delaware, approved the fourteenth day of March A. D. 1923, entitled “An Act authorizing the Town Council of The Town of Dover to borrow Thirty-five Thousand Dollars and to issue bonds therefor, for the purpose of defraying the expenses incident to the enlargement and improvement of the Light and Water Plant of the said The Town of Dover” and in pursuance of a resolution of the Town Council of The Town of Dover adopted the second day of April A. D. 1923.
It is hereby certified that this bond is one of the issue authorized by the above recited Act of the General Assembly and that the faith and credit of The Town of Dover are pledged for the punctual payment of principal and interest of this bond according to its terms.
This bond may be redeemed at the option of the Town Council of the Town of Dover, at par and accrued interest, at any interest period after the expiration of five (5) years from its date, subject to the provisions of Section four (4) of the Act aforesaid, relative to the giving of notice in case of such redemption.
IN WITNESS WHEREOF the President of the Town Council of The Town of Dover, and the Treasurer of The Town of Dover have hereunto respectively set their hands and caused the corporate seal of the said The Town of Dover to be hereto affixed, at Dover in the State of Delaware this first day of June A. D. 1923.
