Dover, Delaware, March 12, 1923.

SPECIAL MEETING

An adjourned meeting of Council was held at 7:30 P. M. with the following members present: Messrs. Downes, Clark, Keith, Bice, Clements, Burton, LeFevre and President of Council, Mr. Hopkins.

Object: The object of the meeting was to receive bids for hauling coal for 1923. Chairman Bice of the Water & Light Committee presented the following sealed bids which he had received. Same were opened and were read, as follows:

            Daniel M. Mercer                   $1.00 per ton or $6.00 per day with team, 10 hrs.

            Reynolds Reed                                    .65 per ton.

Upon motion of Messrs. Keith and Downes, Council voted to award the contract to Mr. Reed at his bid of $ .65 per ton.

Asst. Street Supervisor and Constable Sworn In: Mr. Wilson Cummins was present and President Hopkins swore him in as Assistant Street Supervisor and Town Constable for 1923.

Contract for Meters and Transformers for 1923 Awarded: Mr. Bice informed Council that a new contract should be awarded for meters and transformers for 1923, the old one having expired. He stated, furthermore, that the General electric Company would renew the old contract at the same conditions and at the same rate for the ensueing year, 1923. Upon motion of Messrs. Bice and Burton Council voted unanimously to award the contracts to the General Electric Company on the basis of Mr. Bice’s statements.

Light For New School Building: Mr. Herman C. Taylor appeared before Council on behalf of the School Board in regard to the light wires for the new school building. He stated that the Board requested that the wires be laid underground instead of stringing from poles and pointed out that this would be more satisfactory in many ways and incur only about one-third more expense. Mr. Kichline was present and corroborated the statement as to expense, which would be about $100.00 more, but showed that the up-keep would be much less by laying the wires underground.

Upon motion of Messrs. Keith and LeFevre, Council unanimously voted that the wires for lighting the new building should be laid underground.

Mr. Teat’s Petition for Gas Tank Refused: Mr. J. F. Allee, Jr. appeared before Council in behalf of Mr. Teat’s request for a permit to install a gasoline tank in front of his place of business on South State Street. He presented a petition signed by most of the property owners and residents within the block stating they had no objection to the gas tank as requested by Mr. Teat.

Alderman E. F. Wood then informed Council that he had signed the petition above mentioned before he realized that the tank, if installed, would work an injury to his business and create disturbances while he was holding court in his office.

Mr. A. B. Magee followed Mr. Wood and stated his opposition to a permit being granted Mr. Teat and among his remarks he called Council’s attention to the action which that body had

taken during his past administration when the request of Derrickson and Martin for a gas tank on State Street side of the Richardson Hotel was refused.

A lengthy discussion was followed by a motion made by Mr. Clements, seconded by Mr. Downes, that Mr. Teat’s petition for a permit be granted. The Yea and Nay vote resulted in defect of the motion by five votes to two.

Ordinance to Be Prepared Prohibiting Gas Tanks on State St. Messrs. Keith and Clements moved that Council instruct the Solicitor to have prepared an ordinance prohibiting the installization of any Gas Tanks on State Street. Motion adopted unanimously.

Upon motion of Messrs. Keith and Clements Council voted that when it adjourned it did so to meet next Monday night, the 19th to take up the Assessment List for 1923.

There being no further business Council adjourned on motion of Messrs. Downes and Burton.
