Dover, Delaware, December 4th, 1922
The regular monthly meeting of Town Council was held in the Robbins Hose House at 7:30 P.M. and the following members answered to the roll call: Messrs. Clements, Downes, Burton, Bice Keith, Hancock and Clark.
Upon motion of Messrs. Downes and Burton Council voted that Mr. Clements should be Chairman of the Meeting in the absence of the President, Mr. Magee.
Reading of Minutes: The minutes of the last regular meeting of Council, and also the minutes of the Special meeting of November 10th were read by the Clerk and on motion of Messrs. Keith and Burton same were approved as read.
Alderman’s Report: The Alderman’s Report for November showed six arrests and fines collected amounted to $33.00, check for same being turned over to the Treasurer. On motion of Messrs. Downes and Burton report was accepted by Council and ordered filed and entered in the minutes.
Engineer’s Report This was not presented.
Superintendent’s Report: The following report of the Superintendent was read by the Clerk and on motion of Messrs. Bice and Hancock, same was approved by Council and ordered filed and entered in the Minutes:

Street Committee: The request of Mr. Nowland that he be permitted to move the gas tank and pump from Mr. Sherrard’s place on Loockerman St to Jones Bros of New Street was granted by Council on motion of Messrs. Downes and Burton, the motion carrying with it the stipulation that Jones Bros. should make formal application in accordance with the ordinance.
Sewer Committee: No Report
Water & Light Committee: The petition of the firemen for a weekly increase of $3.00 in wages was presented and received by Council. Upon motion of Messrs. Bice and Downes the petition held over for future consideration.
NEW BUSINESS: A petition signed by sixteen parties from the south side of Loockerman Street, along North St., etc. was presented. the matter involved being the barking of dogs which were being kept tied and from which annoyance the signers requested Council to put a stop. On motion of Messrs. Downes and Hancock Council voted that Mr. Lane should investigate the matter.

Sewer Conditions in neighborhood of Reed & Bradford Sts. Council received a petition from residents on Reed and Bradford Sts. that it take steps to remedy the overflow which took place in their vacinity in rainy weather. On motion of Messrs. Downes and Burton Council referred the matter to the Sewer Committee for investigation and later report back to Council.
