Dover, Delaware, April, 3, 1922.
The regular monthly meeting of Council was called to order by the President, Mr. Magee at 7:30 P. M. with the following members present: Messrs. Hopkins, Burton, Hancock, Keith, Clark, Bice, Clements and The President.
The Minutes of the several meetings during March were read by the Clerk and approved on motion of Messrs. Hopkins and Clements.
Alderman’s Report: The Alderman’s Report for March showed seventeen arrests and fines collected amounted to $69.00, check for same being turned over to the Treasurer. On motion of Messrs. Bice and Clark same was accepted.
Engineer’s Report: The following report of the Chief Engineer was read and accepted by Council on motion of Messrs. Hopkins and Burton, the recommendation for a new boiler feed pump was referred to the Water & Light Committee with power to act.

Accepted on motion of Messrs. Hopkins and Burton. At the request of the President of Council, Supt. Burton presented a list of the uncollected light bills, which was read.
Upon motion of Messrs. Hopkins and Clements, Council voted to allow the refund of $5.18 to Mr. N. s. Jett, for water rent, to remain on the books.
Resolution: RE Light Bills: Council after considerable discussion unanimously passed the following resolution which was made by Mr. Hopkins, seconded by Mr. Clements.
“That All Light Bills Not Paid On Or Before The
20th Day Of Each Month In Which they Fall Due,
The Superintendent is Authorized And Directed
To Disconnect The Lights.”

Report of Constable Lane: President of Council called Constable E. I. Lane before the Meeting and after placing him under oath asked him to report on the complaints which had been made to him during the month. Mr. Lane answered that he had received none, either from the Law & Order Society or any of the members of its committee.
The President then reported to Council that he had not received any complaints. He also announced that it was his purpose to have a report made by the Constable at each regular meeting of Council.
Semi-Annual Report of Board of Health: The following semi-annual report was subkitted by the Secretary of the Board of Health, read by the Clerk and on motion of Messrs. Bice and Clark was approved by Council and ordered filed and entered in the Minutes.

Gentlemen:
Herewith is submitted the report of Dover Board of Health from October 3, 1921 to April 3, 1922, as follows:
During the winter months there has been an epidemic of Scarlet Fever, Measles, and Chicken Pox thruout Dover and vicinity. Fortunately, however, few of such cases being of the virulent type. The proper quarantine and fumigation rules were observed.
The Town’s Water supply has been frequently analyzed during the past six months, all of such analysis showing the water to be free of contamination. The last analysis received April 2, shows the same report that of “no pollution or contamination whatever.”
But few complaints of nuisances have been received during the past six months.

On motion of Messrs. Hopkins & Keith Council appropriated $15.00 for expense of the Board of Health.
On motion of Messrs. Clements and Bice, the salary for six months amounting to $17.50, for the Secretary was ordered paid.
Election of Board of Health: On motion of Messrs. Hopkins and Burton the following were elected as the Board of Health for the ensueing year:
